Book excerpt: In the three decades following independence from France in 1943, Lebanon was considered to be a model of a pluralistic, progressive, and moderate state in the Arab world. The achievements of the Lebanese state appeared all the more remarkable given the deeply divided nature of Lebanese society. With the onset of a 15-year civil war in 1975, however, the Lebanese model quickly took a darker meaning, signifying violent internal conflict exacerbated by external intervention leading eventually to a failed state. Since 1990, as a result, in part, of a large-scale Syrian presence in Lebanon, some measure of stability has returned. This stability, unfortunately, is probably more akin to an extended ceasefire rather than a political settlement as the basic issues that fueled the civil war in the first place have remained unresolved. Rather than offer a direct model that offers positive lessons that could in some way be applied to Iraq today, Lebanon instead offers a cautionary tale of problems to avoid if the US-led occupation of Iraq is to launch a stable and pluralistic regime in Baghdad.

Book excerpt: This book identifies the conditions under which foreign countries intervene in civil wars, contending that we should consider four dimensions of civil war intervention. The first dimension is the civil war itself. The characteristics of the civil war itself are important determinants of a third party’s decision making regarding intervention. The second dimension is the characteristics of intervening states, and includes their capabilities and domestic political environments. The third is the relationship between the host country and the intervening country. These states’ formal alliances and the differences in military capability between the target country and the potential intervener have an impact on the decision making process. The fourth dimension is the relationship between the interveners. This framework of four dimensions proves critical in understanding foreign intervention in civil wars. Based on this framework, the model for the intervention mechanism can reflect reality better. By including the relationships between the interveners here, the book shows that it is important to distinguish between intervention on the side of the government and intervention on behalf of the opposition. Without distinguishing between these, it is impossible to consider the concepts of counter-intervention and bandwagoning intervention.

During this period, Stocker argues, Lebanon was often a pawn in the games of larger powers. The stability of Lebanon was an aim of US policy at a time when Israel’s borders with Egypt and Jordan were in active contention. Following the June 1967 Arab-Israeli War, the internal political situation in Lebanon became increasingly unstable due to the regional military and political stalemate, the radicalization of the country’s domestic politics, and the appearance of Palestinian militias on Lebanese territory. US officials were more deeply involved in Lebanese affairs than most outside the region realized. After a series of internal crises in 1969, 1970, and 1973, civil war broke out in Lebanon in 1975. The conflict reached a temporary halt after a Syrian military intervention the following year, but this was only an end to the first stage of what would be a sixteen-year civil war. During these crises, the US sought to help the Lebanese government in a variety of ways, including providing military aid to the Lebanese military, convincing Arab countries to take measures to help the Lebanese government, mediating Lebanon’s relations with Israel, and even supporting certain militias.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence.
