Results are generally robust across different econometric methodologies, regression specifications, and different debt indicators. For a country with average indebtedness, doubling the debt ratio would reduce annual per capita growth by between half and a full percentage point. The differential in per capita growth between countries with external indebtedness (in net present value) below 100 percent of exports and above 300 percent of exports seems to be in excess of 2 percent per annum. For countries that are to benefit from debt reduction under the current HIPC initiative, per capita growth might increase by 1 percentage point, unless constrained by other macroeconomic and structural economic distortions. Our findings also suggest that the average impact of debt becomes negative at about 160–170 percent of exports or 35–40 percent of GDP. The marginal impact of debt starts being negative at about half of these values. High debt appears to reduce growth mainly by lowering the efficiency of investment rather than its volume.

A number of observers have argued that high external indebtedness is a major cause of poverty. Using the first-differenced general method of moments (GMM) estimator, the paper models the impact of external debt on poverty, measured by life expectancy, infant mortality, and gross primary enrollment rates, while duly taking into account the impact of external debt on income. The paper thus endeavors to bring together the literature that links external debt with income growth and poverty. The main conclusion is that once the effect of income on poverty has been taken into account, external indebtedness indicators have a limited but important impact on poverty.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on preliminary results from a massive study conducted by the World Bank to probe the links between stabilization and growth, Cooper examines the experience of developing countries faced by the oil shocks of the 1970s and the debt crisis of the 1980s. He points out that a global slowdown in growth has shifted the main economic concern in developing countries from long-term growth to stabilization and adjustment. Cooper takes into account the cross-country variables that influence the degree to which a country is affected negatively or positively by external shocks and covers such topics as political organization and external debt resolution. The first chapter focuses on countries that experienced adverse shocks from the sharp increase in oil prices beginning in 1974. It also addresses countries that should have benefited from the oil price increase, and from a comparable increase in coffee prices, for which events turned out to be less favorable than they seemed. The second chapter analyzes the "disabsorption" a country faces when it can no longer rely on foreign lending or advantageous terms of trade; it also looks at inflationary pressures and at the role of the International Monetary Fund in designing stabilization programs for its member countries. The third chapter discusses the main influences on a country's economic performance and also discusses the lessons offered for successful stabilization and long-term growth. Moving from individual developing nations to the world economic system, the final two chapters examine the question of external debt and why it has proved to be such an international stumbling block, offering suggestions on how it might be resolved.

Available in PDF, EPUB and Kindle. Book excerpt: Developing Country Debt presents a variety of views and perspectives on the topic of debt in developing countries, with emphasis on the revolutionary effects of the post-1973 OPEC oil prices on the world's economic system. The book shows how the problem of developing country debt has become inexorably intertwined with the successful functioning of the global economic system. This book is comprised of 14 chapters and opens with a historical overview of developing nations' debt before turning to LDC debt since the 1973 OPEC price increases and the developing countries' abilities to carry debt. The myths of debt are also analyzed from a banker's perspective. The next section presents case studies detailing the economic and political conditions of selected countries with substantial debt and varying degrees of economic difficulty, including the Philippines, Jamaica, Turkey, and Peru. The remaining chapters examine alternative proposals for debt relief and place the analysis of developing country debt in a broader, global context. LDC debt is considered from three perspectives: the development needs of LDCs; the safety and soundness of United States banks; and the U.S. national interest. The role of the International Monetary Fund as a lender of last resort is also considered. The final chapter assesses the implications of debt for trade and the prospects for world economic growth. This monograph will be of interest to economists, bankers, politicians, and policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: Global Development Finance 2012: External Debt of Developing Countries is a continuation of the World Bank s publications Global Development Finance, Volume II (1997 through 2009) and the earlier World Debt Tables (1973 through 1996). As in previous years, GDF 2012 provides statistical tables showing the external debt of 129 developing countries that report public and publicly guaranteed external debt to the World Bank s Debtor Reporting System (DRS). It also includes tables of key debt ratios for individual reporting countries and the composition of external debt stocks and flows for individual reporting countries and regional and income groups along with some graphical presentations. GDF 2012 draws on a database maintained by the World Bank External Debt (WBXD) system. Longer time series and more detailed data are available from the Global Development Finance 2012 on CD-ROM and the World Bank open databases, which contain more than 200 time series indicators, covering the years 1970 to 2010 for most reporting countries, and pipeline data for scheduled debt service payments on existing commitments to 2018. The database covers external debt stocks and flows, major economic aggregates, and key debt ratios, as well as average terms of new commitments, currency composition of longterm debt, and debt restructurings in greater detail than can be included in the GDF book. The CD-ROM also contains the full contents of the print version of GDF 2012. Text providing country notes, definitions, and source information is linked to each table. World Bank open databases are available through the World Bank s website, http:// www.worldbank.org. The Little Data Book on External Debt 2012 provides a quick reference to the data from GDF 2012. Book excerpt: One of the most important and controversial challenges feeing the international financial and trading system is the need for developing countries to meet their high and rapidly growing external debt obligations and foreign exchange requirements. Developing countries have suffered major shocks in the form of global recession, high real interest rates, weakened terms of trade, and rising protectionism against their exports. The International Monetary Fund, the World Bank, Western central banks, and private financial institutions are seeking to avoid a collapse of the international financial system, and developing countries are seeking to grow through increased trade and access to external financing. Yet the fragility of current international trade and monetary systems seriously threatens the achievement of both sets of objectives. Professor Loxley integrates the structural adjustment experience of Third World countries with the policies, practices, and relationships of external financial agents in his discussion of options for reforming policy and of the limitations inherent in implementing these reforms.

Book excerpt: Essay from the year 2022 in the subject Business economics - Economic Policy, grade: 5.0, , language: English, abstract: This paper examines the impact of external public debt on the economic growth of developing countries. It delves into the dynamics of borrowing, debt service, and their effects on long-term economic development. The study analyzes established economic growth theories, including the neoclassical and endogenous growth models, to understand the intricate relationships between investment, technology, and labor that shape a nation's economic trajectory. It further explores the implications of debt through liquidity constraint and debt overhang theories, highlighting the potential crowding-out effect and diminished local resources for development due to debt service obligations.
