'Africa at a Turning Point?' is a collection of essays that analyzes three interrelated aspects of Africa's recent revival. The first set of essays examines Africa's recent growth in the context of its history of growth accelerations and collapses. It seeks to answer such questions as, is Africa at a turning point? Are the economic fundamentals finally pointing toward more sustainable growth? The second set of essays looks at donor flows, which play a large role in Africa's growth. These essays focus on such issues as the management and delivery of increased aid, and the history and volatility of donor flows to Africa. The third set of essays considers the recent impact of one persistent threat to sustained growth in Africa: commodity price shocks, particularly those resulting from fluctuations in oil prices.

In the 1950s, South Korea’s GDP per capita was $876, roughly comparable with that of Cote d’Ivoire and somewhat below Ghana’s. The country’s subsequent transformation from a war-ravaged, international aid-dependent economy to the 13th largest economy in the world has been the focus of considerable international admiration and attention. But how was it that South Korea succeeded in multiplying its GDP per capita by a factor of 23, while other Less Developed Countries continue to experience challenges? This book compares South Korea’s politics of development and foreign assistance with that of Ghana, Nigeria, and Zambia, which were also major recipients of the U.S. aid, to investigate the specific contexts that made it possible for South Korea to achieve success. Overall, this book argues that effective state capacity in South Korea’s domestic and international politics provided an anchor for diplomatic engagement with donors and guided domestic political actors in the effective use of aid for economic development. It demonstrates the complexity of agricultural development in Africa, the number of variables that impinge on the outcomes, and in particular the extent of variability in national endowments as well as in policy response outcomes.

When societies themselves take the lead in putting growth-enhancing policies in place, foreign aid can play a powerful supporting role, bringing ideas, technical assistance, and money.Dollar and Easterly's study of aid, investment, and policies in Africa leads them to four principal conclusions:deg; The traditional links between aid, investment, and growth are not robust. Aid does not necessarily finance investment and investment does not necessarily promote growth.deg; Differences in economic policies can explain much of the difference in growth performance. Poor quality of public services, closed trade regimes, financial repression, and macroeconomic mismanagement explain Africa's poor record.deg; Foreign aid cannot easily promote lasting policy reform in countries where there is no strong domestic movement in that direction. Country ownership of reform is more important than donor conditionality.deg; These three conclusions imply that societies themselves must take the lead in putting growth-enhancing policies in place. The combination of private investment, good policies, and foreign aid is quite powerful.Where do we stand in the search for the key to growth in Africa? Because past keys to growth in Africa have failed, Dollar and Easterly are cautious about claims to a new key.
