Book excerpt: Abstract: This paper uses highly disaggregated trade data to investigate geographic and product diversification patterns across a group of developing nations for the period from 1990 to 2005. The econometric investigation shows that the gravity equation fits the observed differences in diversification across nations. The analysis shows that exports at the intensive margin account for the most important share of overall trade growth. At the extensive margin, geographic diversification is more important than product diversification, especially for developing countries. Taking part in free trade agreements, thereby reducing trade costs, and trading with countries in the North are also found to have positive impacts on export diversification for developing countries.

Book excerpt: When this work was first published in 1966, there was much interest in various types of commodity agreements and compensatory financing as methods of reducing the effects of export fluctuations on the economies of developing countries. The book concluded that short term fluctuations in export earnings, though perhaps important for some countries, did not appear to be the general problem that had been assumed. If correct, it would suggest that any measures should be carefully designed to fit the situations of countries that were affected and be subjected to cost-benefit analysis. This led to many published and unpublished studies on the issues: some supported, others contradicted the bookâe(tm)s conclusions. The data available now are vastly greater and probably more accurate than pre-1966. However, the work and the issues it raised remain important because most schemes proposed to reduce export instability would be costly and likely to divert resources from uses more obviously aimed at raising economic development in most developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: This paper develops new, far more extensive estimates of export quality, covering 178 countries and hundreds of products over 1962–2010. Quality upgrading is particularly rapid during the early stages of development, with quality convergence largely completed as a country reaches upper middle-income status. There is significant cross-country heterogeneity in quality growth rates. Within any given product line, quality converges both conditionally and unconditionally to the world frontier; increases in institutional quality and human capital are associated with faster quality upgrading. In turn, faster growth in quality is associated with more rapid output growth. The evidence suggests that quality upgrading is best encouraged through a broadly conducive domestic environment, rather than sector-specific policies. Diversification is important to create new upgrading opportunities.

Above all else, the rapid growth in U.S. demand for imported goods allowed developing country exports to expand. As the 1980s drew to a close, rapid growth in Japan and Europe also began to boost their imports from developing countries. However, it is believed that circumstances will be different in the 1990s: 1) demand growth in the U.S. is slowing; 2) real interest rates are expected to remain high and perhaps rise; and 3) growth of demand has been slowing down in the major developing countries. What does the future hold then? Growth in Japan is expected to be strong, and the European Community (EC) is likely to expand rapidly under the double stimulus of Europe 1992, German unification and reconstruction in the East. The key question concerns trade policy. The EC Commission will exercise trade powers that previously were exercised by the individual states. There is concern that the Commission is less attached to free trade than exporters might like. There is also concern that competition from Eastern Europe will increase; that the use of antidumping procedures will increase and that preferences enjoyed by neighboring countries and former colonies will erode, affecting business in these countries. In brief, competition will be tougher during the 1990s and developing country businesses must pay more attention to European and Japanese markets.
