Book excerpt: Africa needs power—power to enhance the welfare of its people and expand its economies. But Sub-Saharan Africa’s power sector has the lowest generation capacity in the world. Two-thirds of the regional population remains without electricity and even those with access consume the least among the world’s regions. Businesses say unreliable electricity is a major hurdle. Meanwhile, vast energy resources remain untapped. One possible solution is to leverage the mining industry’s substantial need for power as an anchor for energy infrastructure development. 'The Power of the Mine: A Transformative Opportunity for Sub-Saharan Africa' is the first study to systematically analyze both the potential and the challenges of power-mining integration. The findings show that industry demand for electricity can be a game changer. Mining operations often devote a quarter or more of operating costs to electricity. This consistent, high-volume demand can spur development of national power systems, thus expanding electrification for the populace. As a result, citizens can also benefit from safe, adequate access to electricity. Countries benefit from larger exports and tax revenues, more business and job opportunities, and higher GDP. Utilities benefit from having creditworthy mining partners as a core source of revenue that attracts investment. And mines benefit from the significant cost reductions a stable power grid provides. 'The Power of the Mine' will be of interest to policymakers, researchers, and business analysts engaged in energy infrastructure development.

Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle. Book excerpt: In this probing analysis of the European Union's transnational legal system, Lisa Conant explores the interaction between law and politics. In particular, she challenges the widely held view that the European Court of Justice (ECJ) has, through bold judicial activism, brought about profound policy and institutional changes within the EU's member states. She argues convincingly that this court, like its domestic counterparts, depends on the support of powerful organized interests to gain compliance with its rulings. What, Conant asks, are the policy implications of the ECJ's decisions? How are its rulings applied in practice? Drawing on the rich scholarship on the U.S. Supreme Court, Conant depicts the limits that the ECJ and other tribunals have to face. To illuminate these constraints, she traces the impact of ECJ decisions in four instances concerning market competition and national discrimination. She also proposes ways of anticipating which of this court's legal interpretations are likely to inspire major reforms.Justice Contained closes with a comparative analysis of judicial power, identifying the ECJ as an institution with greater similarities to domestic courts than to international organizations. The book advances a deeper understanding both of the court's contributions to European integration and of the political economy of litigation and reform.

Available in PDF, EPUB and Kindle. Book excerpt: This book describes the scale and complexity of China’s energy system, using Sankey diagrams to visualize the energy flows across the economy and categorizing the differences between provinces. China’s provinces extend over a vast area and are at different stages of economic development. Regional planning and inter-regional optimization will be essential for planning a future infrastructure that will allow China as a whole to optimize and avoid overcapacity and inefficiency. In this context, it introduces a new energy systems modeling approach and demonstrates its application in the power sector. This power model can help optimize the overall design of the power system and reveal how different future investment choices, e.g. natural gas fired power, only emerge when details such as regional, seasonal and diurnal demand factors are considered. Lastly, it looks at options for mitigating carbon and the major role that renewables & natural gas could play, as well as carbon pricing.
