The potential impact on the agriculture sector is of particular concern, given its vital role in the economy and for vulnerable households. Most research warns of the negative impact of climate change on yields for major cereal crops, which could threaten food security and hinder the long-run development process. Incremental adaptation through the introduction of new crop varieties, improved agricultural management practices, and more efficient irrigation are expected to reduce yield losses. However, efforts to promote systemwide adjustment would have broader effects, especially as the risk of climate change increases. This study proposes a new approach for adaptation strategies by exploring policy reform in agriculture as a transformative way to help economic agents adapt to climate change. We specifically explore the rice policy reform currently being pursued by the government through the abolishment of the rice quota program. We find this reform could help transform the agricultural and economic system by allowing scarce resources move from low- to high-productivity sectors, thus increasing the country’s adaptive capacity. However, the rice farmer and vulnerable groups that are prone to climate shocks are adversely affected by the policy. Thus, we introduce alternative intervention policies to complement the reform agenda by providing a cash transfers program to vulnerable groups or a subsidy to support rice farmers. Both offer less impact in economic efficiency gains, but the cash transfer program is superior in terms of supporting the vulnerable group in coping with climate change under the rice reform policy. This shows that the transformational adaptation strategy may create a welfare loss to certain agents but that adding government intervention could act as the second-best policy and become a transition pathway before the whole system transforms to reach the optimal efficiency point when the intervention program is eventually phased out.

Book excerpt: Climate change causing heavy rainfall and floods is one of the major constraints to agricultural productivity particularly in rice farming in the Philippines. Despite many studies on the adverse impacts of unpredictable extreme weather events on agriculture, very few studies have examined the differential vulnerabilities and adaptation strategies of male and female farmers in rice farming communities. This study examines gendered vulnerabilities and impacts as well as variable adaptation strategies taken by men and women in response to extreme flooding events in Nueva Ecija, Philippines. To assess how gendered adaptation strategies are produced and reinforced in two selected farming communities in the Philippines, I draw on practice theory and adopt a feminist perspective to examine how structure and agency influence practices and how practices can be changed in order to adapt to climate change. Moreover, since this study has a feminist agenda - gender is central to the analysis in order to expose gender differences and inequalities in areas experiencing climate change and to show how social change can empower and improve women’s position as they adapt to climate change. Adopting a feminist methodology was facilitated by a combination of qualitative and quantitative methods. Results of this study reveal that gendered vulnerabilities to extreme flooding are due to traditional gender roles in household and farming activities and women’s lack of access to assets and resources. Also, men and women adapt to flooding according to traditional roles and gender relations. The differential vulnerabilities and responses to the negative effects of flooding events of women and men are further aggravated by women’s lack of access of assets and resources and lesser participation in making decisions related to farming. However, prolonged exposure to flooding and continuous loss of livelihood motivated some men and women to realize the need to alter their existing gender roles and relations. Women are compelled to spend more time outside their homes to seek income from non-farm work. In this situation, men assume household and child care responsibilities. This alteration of gender roles and relations has significant impacts particularly for women who have challenged the underlying assumptions and taken action to change their situation and lessen the impacts of climate change on themselves and their households. However, their desired changes are dependent on other institutions, such as non-government organizations (NGOs) and government that must facilitate much needed social change. This implies that changes in gender practices not only require women to think and act differently but require changes at the state and institutional level. Thus, this study concludes that climate change is a necessary but not sufficient condition for women to achieve social change. Furthermore, in order to sustain new practices in gender roles and relations, a women’s global movement is needed to assist local women to assert their rights to greater access to and control of resources and to influence policies which are necessary in building women’s resilience to climate change.

It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.

Book excerpt: Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.
