Book excerpt: Despite the dramatic scope of homelessness in Los Angeles County, there is not a credible, comprehensive source on the housing stock that is available for addressing this issue. In this project, the authors aimed to bring together an unparalleled amount of data on the current supply of housing in Los Angeles County to address homelessness. They take a broad view of housing that incorporates not only such resources as interim or shelter settings and permanent supportive housing, but also deed-restricted affordable housing developments as well as residential settings that address physical, mental, and substance use treatment needs. In this report, the authors describe how they combined data from city, county, state, and federal agencies to develop an interactive, map-based tool. They also discuss the broader context of their work from interviews conducted with staff from county and other government agencies, nonprofit homeless service providers, and other research entities. The purpose of this project is to provide a comprehensive set of information about current housing resources to facilitate planning, policymaking and research related to the supply of housing resources that aim to address homelessness in the Los Angeles region.

Book excerpt: Despite the rising supply of permanent supportive housing (PSH) in Los Angeles and the growing focus on policies and reforms aimed at increasing this housing stock, there is a notable lack of information on the number of units available or under construction, the funding sources related to these efforts, and barriers to construction. Without this information, policymakers and services providers can neither evaluate the efficacy of policy interventions nor, more importantly, adequately place and serve the unhoused. Permanent Supportive Housing in Los Angeles County: A Map-Based Tool is a database that aggregates administrative data from various city, county, and state agencies; real estate databases; media reports; and other sources. To the authors' knowledge, it represents the first comprehensive attempt to combine financing, land use, and service operation records for PSH projects across all of Los Angeles County into a publicly available map-based tool that allows the data to be sorted, filtered, or downloaded by the user. The purpose of the tool is to provide a comprehensive set of information to facilitate planning, policymaking, and research related to the supply of PSH aimed at addressing chronic homelessness in the Los Angeles region. The authors expect that the database will be maintained and updated over time and welcome contributions and corrections from users, who may have more accurate knowledge of project specifics than the authors could glean from public records.

Instead, these policies have been around for decades changing in nature and response. As the topic of homelessness has grown in scope, so too has massive investments in the local, state, and federal levels of government to uplift people out of homelessness through the development of housing. Even with the up tick in investments to build housing, Los Angeles continues to experience rising numbers of people experiencing homelessness. To understand if housing policies are effective in reducing homelessness, a mixed-methods research approach has been designed to analyze the extent to which housing policies are addressing homelessness from the perspectives of those experiencing homelessness through an ethnography. Homelessness remains a complex social issue that requires pragmatic approaches to identifying underlying challenges in housing policy to address homelessness.

Book excerpt: The community land trust (CLT) movement is young but expanding rapidly. Nearly 20 community land trusts are started every year as either new nonprofits or as programs or subsidiaries of existing organizations. Fueling this proliferation is a dramatic increase in local government investment and involvement. Over the past decade, a growing number of cities and counties have chosen not only to support existing CLTs, but also to start new ones, actively guiding urban development and sponsoring affordable housing initiatives. Two key policy needs are driving increased city and county interest in CLTs, particularly in jurisdictions that put a social priority on promoting homeownership for lower-income families and a fiscal priority on protecting the public's investment in affordable housing. Long-term preservation of housing subsidies. With local governments now assuming greater responsibility for creating affordable housing, policy makers must find ways to ensure that their investments have a sustained impact. CLT ownership of the land, along with durable affordability controls over the resale of any housing built on that land, ensures that municipally subsidized homes remain available for lower-income homebuyers for generations to come. Long-term stewardship of housing. Preserving housing affordability requires long-term monitoring and enforcement, an administrative burden that local governments are neither equipped for nor generally interested in taking on. CLTs are well positioned to play this stewardship role by administering the municipality's eligibility, affordability, and occupancy controls, while also "backstopping" lower-income owners to protect subsidized homes against loss through deferred maintenance or mortgage foreclosure. Municipal support comes in a variety of forms, depending on how well established the CLT is. For example, local governments may offer administrative or financial support during the planning and startup phase, followed by donations of city-owned land and grants or low-interest loans for developing and financing projects. They may help a CLT acquire and preserve housing provided by private developers to comply with inclusionary zoning, density bonuses, and other mandates or concessions. As the CLT builds its portfolio, municipalities may provide capacity grants to help support its operations. Finally, local jurisdictions may assist CLTs by revising their tax assessment practices to ensure fair treatment of resale-restricted homes built on their lands. As welcome as their support has been, local governments may inadvertently structure CLT funding and oversight in ways that undermine the effectiveness of the very model they are attempting to support. The challenge lies in finding the most constructive ways of putting municipal resources to work in pursuit of common objectives. Based on a review of three dozen municipal programs and in-depth interviews with local officials and CLT practitioners, this report describes the mechanisms and methods that cities across the country are using to structure their investment in CLT startups, projects, and operations. In addition to describing the full range of options for providing municipal support, the report highlights specific model practices for rendering that assistance. These practices have the most potential to balance the interests of all parties by: protecting the public's investment in affordable housing; expanding and preserving access to homeownership for households excluded from the market; stabilizing neighborhoods buffeted by cycles of disinvestment or reinvestment; and ensuring accountability to funders, taxpayers, and the communities served by the CLT. How to House the Homeless makes clear the inextricable link between homelessness and housing policy. Contributor Jill Khadduri reviews the current residential services system and housing subsidy programs. For the chronically homeless, she argues, a combination of assisted housing approaches can reach the greatest number of people and, specifically, an expanded Housing Choice Voucher system structured by location, income, and housing type can more efficiently reach people at-risk of becoming homeless and reduce time spent homeless. Robert Rosenheck examines the options available to homeless people with mental health problems and reviews the cost-effectiveness of five service models: system integration, supported housing, clinical case management, benefits outreach, and supported employment. He finds that only programs that subsidize housing make a noticeable dent in homelessness, and that no one program shows significant benefits in multiple domains of life. Contributor Sam Tsemberis assesses the development and cost-effectiveness of the Housing First program, which serves mentally ill homeless people in more than four hundred cities. He asserts that the program's high housing retention rate and general effectiveness make it a viable candidate for replication across the country. Steven Raphael makes the case for a strong link between homelessness and local housing market regulations—which affect housing affordability—and shows that the problem is more prevalent in markets with stricter zoning laws. Finally, Brendan O'Flaherty bridges the theoretical gap between the worlds of public health and housing research, evaluating the pros and cons of subsidized housing programs and the economics at work in the rental housing market and home ownership. Ultimately, he suggests, the most viable strategies will serve as safety nets—"social insurance"—to reach people who are homeless now and to prevent homelessness in the future. It is crucial that the links between effective policy and the whole cycle of homelessness—life conditions, service systems, and housing markets—be made clear now.
