Book excerpt: Many older youth in foster care lack adequate resources and ongoing support in their social networks as they transition into young adulthood, while other youth in these circumstances experience stable social networks providing comprehensive support. Systematically measuring the supportive personal and service-oriented relationships in youth networks expands the scope of inquiry in this area by identifying patterns of social network structure, member composition, and relational qualities that are associated with more or less support provision through formal and informal relationships. These can also be measured over time to observe changes in network form and content and assess network stability. This exploratory study (1) describes the support networks for a small sample of youth with foster care experience who are enrolled in post-secondary education and training programs, (2) assesses changes in these networks over time, and (3) demonstrates the reliability and validity of this methodology for broader use with populations of transition-age foster youth. Findings show that family (biological and foster) and friends are the most prevalent informal supports, relationship ties to parent figures are strongest and provide the most stable and multi-dimensional support, and ties with formal service providers are not as strong, but provide more informational support. The stability of a network ties over time is associated with the breadth of support provided, and network-based social support is associated with post-secondary enrollment at follow-up. Support network profiles are described and interpreted in terms of bonding and bridging social capital. Discussion includes implications for future support network research and guidelines for pre-transition assessment of youth networks in practice.

The foster parent’s attachment and commitment to the foster child is affected by their understanding of those three topics. Trauma training is key to accomplishing that fuller understanding (Patterson et al., 2018). Foster parents’ comprehension of the trauma effects on behaviors and the tools to better manage those misbehaviors leads to safe and stable foster care placements, allowing a more rewarding healing process for the foster children. This research study explored the outcomes of foster parent training including Trauma Systems Therapy for Foster Care (TST-FC; Bartlett & Rushovich, 2018), attachment (Ballen et al., 2010), commitment, dysregulation behaviors, and placement stability within the duration of a foster child’s placement and the foster parent’s skills, support, and training related to the desired goals.

Experts from Canada, the United States, Ireland, Sweden, Australia, and the United Kingdom offered up their knowledge on children of foster parents as well as recommendations for the well-being of said children. Next, a study exploring the implementation of a kinship search program in a child welfare agency is presented in order to determine its benefits. The authors conclude that Kinship Researchers are generally perceived as respectful, helpful, beneficial, and valuable. Additionally, child welfare policy is examined. Later, the essential practice of traditional kinship foster care in Ghana is explored, including current legal provisions, public perception, potential challenges, and future recommendations. The authors also discuss the phenomenon of runaway youth in the foster care system. Due to the fact that children in the foster care system are twice as likely to display runaway indicators than those in the general population, this is a significant issue that warrants understanding. A description of running away in the foster care system is rendered, along with the ramifications that may occur for on-the-run youth. The next chapter deliberates on a study regarding children in out-of-home care in South Korea, comparing the service status of different placement types in terms of developmental outcomes of the children. The results indicate that children in foster care thought of their caregivers and environments more positively than those in institutional care over a period of two years. The following chapter discusses a variety of federal and state laws that address children who were abused and consequently served by the child welfare system. The authors use case studies of foster youth to demonstrate how the law has been used to secure the services, support, and resources needed to place foster youth on a pathway to a more positive future. The final chapter outlines an approach known as, Watch me Play! which encourages supported child-led play in acknowledgement of extensive training needs in the social care workforce. The authors also discuss the potential impact of exploratory and symbolic play to child development, attachment, and communication.

Two to four years after discharge, half of these young people still do not have either a high school diploma or equivalency degree, and fewer than ten percent enter college. Nearly a third end up on public assistance within fifteen months, and eventually more than a third will be arrested or convicted of a crime. In this richly detailed and often surprising exploration of the foster care system, Betsy Krebs and Paul Pitcoff argue that the existing foster care system sets teens up to fail by inadequately preparing them for adult life.
