Yet its affiliates endure, particularly in Africa: nearly all of Islamic State's cells on the continent have reaffirmed their allegiance, attacks have continued in its name, many groups have been reinvigorated, and a new province has emerged. Why, in Africa, did the two major setbacks of 2019 have so little impact on support for Islamic State? The Islamic State in Africa suggests that this puzzle can be explained by the emergence and evolution of Islamic State's provinces in Africa, which it calls 'sovereign subordinates'. By examining the rise and development of eight Islamic State 'cells', the authors show how, having pledged allegiance to IS Central, cells evolved mostly autonomously, using the IS brand as a means for accrual of power, but, in practice, receiving relatively little if any direction or material support from central command. Given this pattern, IS Central's relative decline has had little impact on its African affiliates-who are likely to remain committed to the Caliphate's cause for the foreseeable future.

In Networks of Rebellion, Paul Staniland explains why insurgent leaders differ so radically in their ability to build strong organizations and why the cohesion of armed groups changes over time during conflicts. He outlines a new way of thinking about the sources and structure of insurgent groups, distinguishing among integrated, vanguard, parochial, and fragmented groups. Staniland compares insurgent groups, their differing social bases, and how the nature of the coalitions and networks within which these armed groups were built has determined their discipline and internal control. Marc Sageman challenges conventional wisdom about terrorism, observing that the key to mounting an effective defense against future attacks is a thorough understanding of the networks that allow these new terrorists to proliferate. Based on intensive study of biographical data on 172 participants in the jihad, Understanding Terror Networks gives us the first social explanation of the global wave of activity. Sageman traces its roots in Egypt, gestation in Afghanistan during the Soviet-Afghan war, exile in the Sudan, and growth of branches worldwide, including detailed accounts of life within the Hamburg and Montreal cells that planned attacks on the United States. U.S. government strategies to combat the jihad are based on the traditional reasons an individual was thought to turn to terrorism: poverty, trauma, madness, and ignorance. Sageman refutes all these notions, showing that, for the vast majority of the mujahedin, social bonds predated ideological commitment, and it was these social networks that inspired alienated young Muslims to join the jihad. These men, isolated from the rest of society, were transformed into fanatics yearning for martyrdom and eager to kill. The tight bonds of family and friendship, paradoxically enhanced by the tenuous links between the cell groups (making it difficult for authorities to trace connections), contributed to the jihad movement's flexibility and longevity.
