Yet they were not initially expected to achieve universal accessibility. In this pioneering history of their evolution, Richard R. John demonstrates how access to these networks was determined not only by technological imperatives and economic incentives but also by political decision making at the federal, state, and municipal levels. In the decades between the Civil War and the First World War, Western Union and the Bell System emerged as the dominant providers for the telegraph and telephone. Both operated networks that were products not only of technology and economics but also of a distinctive political economy. Western Union arose in an antimonopolistic political economy that glorified equal rights and vilified special privilege. The Bell System flourished in a progressive political economy that idealized public utility and disparaged unnecessary waste. The popularization of the telegraph and the telephone was opposed by business lobbies that were intent on perpetuating specialty services. In fact, it wasnÕt until 1900 that the civic ideal of mass access trumped the elitist ideal of exclusivity in shaping the commercialization of the telephone. The telegraph did not become widely accessible until 1910, sixty-five years after the first fee-for-service telegraph line opened in 1845. Network Nation places the history of telecommunications within the broader context of American politics, business, and discourse. This engrossing and provocative book persuades us of the critical role of political economy in the development of new technologies and their implementation.

Book excerpt: The Inequality of COVID-19: Immediate Health Communication, Governance and Response in Four Indigenous Regions explores the use of information, communication technologies (ICTs) and longer-term guidelines, directives and general policy initiatives. The cases document implications of the failure of various governments to establish robust policies to mitigate the spread of COVID-19 in a sample of advanced and low-income countries. Because the global institutions charged with managing the COVID-19 crisis did not work in harmony, the results have been devastating. The four Indigenous communities selected were the Navajo of the southwest United States, Siddi people in India, Aboriginal and Torres Strait Islander peoples of Australia and the Maasai in East Africa. Although these are all diverse communities, spread across different continents, their base economic oppression and survival from colonial violence is a common denominator in hypothesizing the public health management outcomes. However, the research reveals that national leadership and other incoherent pandemic mitigation policies account for a significant amount of the devastation caused in these communities. Book excerpt: This title was first published in 2000: An investigation of the performance of the electric power and telecommunication sectors of Pakistan at the firm level as well as the sector as a whole, seeking to identify and quantify the extent of inefficiencies. Since physical or financial or productivity indicators alone are not able to explain the duality of public infrastructure purposes, the financial and productivity indicators have been used in evaluating the performance of these sectors. Further, a Cobb-Douglas production function has also been used to calculate the trend in the growth of total factor productivity. Economies of scale have also been studied in the case of electric power generation. The results of the study show that in Pakistan one of the usual motives for privatization (to avoid the poor financial results of state enterprises) is not relevant for electricity and telecommunications enterprises. This, however, appears to be due to the financial subsidies they received, through access to low cost loan finance and grants, rather than to their efficiency in operations. By the economic criteria of growth of TFP none of the enterprises do well and two have a negative TFP growth. The case for reforming these enterprises is strong and alternative modes of organization, finance and ownership need to be considered.

The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. Book excerpt: This edition of the annual publication considers the need to reshape the global architecture of world trade, in order to help strengthen the economies of developing countries and reduce world poverty. The report focuses on four policy areas: the establishment of a development round of WTO negotiations to reduce trade barriers; global co-operation to expand trade outside the WTO; the adoption of pro-trade development policies by high-income countries; and enacting trade reforms in developing countries. The findings of the report suggest that developing countries could significantly increase their incomes, if all countries progressively implement the proposed trade reforms. This would result in a world with a much higher standard of living, an estimated 300 million people lifted out of poverty by 2015, and a significant increase in the number of children living beyond their fifth birthday throughout the developing world.
