The implications of this insight for the role of the exchange rate in monetary policy are explored here. Some of the traditional arguments for purely floating exchange rates are challenged by this approach. Also briefly considers sterilized intervention and comments on the role of international reserves.

Mainstream economic theory regards the balance of payments to be self-adjusting, meaning that the impact of the balance of payments on the growth and development process is neither considered nor analysed. In contrast, the author emphasises the importance of integrating monetary considerations into trade theory and argues that the balance of payments consequences of trade policy need to be carefully addressed. This approach has a number of implications for important issues such as the sequencing of trade liberalisation; the role of the exchange rate in equilibrating the balance of payments; the case for protection; and the way in which the importance of export growth is articulated. Some of the ideas expressed have a long and distinguished ancestry, but they are not part of the mainstream orthodoxy and need airing in a world increasingly divided into rich and poor countries. It outlines the major developments in the exchange rate policies of the ASEAN countries in the 1970s and analyses the movements of the effective exchange rates (both in terms of the trend and short-run variability) and their sources. The study shows that the increased exchange rate risk (variaibility) experienced by the ASEAN countries during the generalized floating period has had an anti-trade bias - reduced volume of imports. On the export side, simulations of world trade models for various commodities are carried out, and these indicate that multilateral changes in real exchange rates in the present international monetary system had adversely affected the major primary exports of the ASEAN countries. In the final chapter, the policy implications of the major findings are discussed.
