Although most agree that it had a positive effect on the Australian economy as well as on people's living standards, there is disagreement over the extent to which this boom has caused deindustrialisation and the so-called Dutch disease in Australia. Our empirical findings support the presence of Dutch disease nationally for Australia using data for the period 1984-2013. Regionally, the results show that Dutch disease was concentrated mainly in the eastern and southern states of Australia--Victoria, Queensland, South Australia and Tasmania.

Book excerpt: This paper studies the impact of the level and volatility of the commodity terms of trade on economic growth, as well as on the three main growth channels: total factor productivity, physical capital accumulation, and human capital acquisition. We use the standard system GMM approach as well as a cross-sectionally augmented version of the pooled mean group (CPMG) methodology of Pesaran et al. (1999) for estimation. The latter takes account of cross-country heterogeneity and cross-sectional dependence, while the former controls for biases associated with simultaneity and unobserved country-specific effects. Using both annual data for 1970-2007 and five-year non-overlapping observations, we find that while commodity terms of trade growth enhances real output per capita, volatility exerts a negative impact on economic growth operating mainly through lower accumulation of physical capital. Our results indicate that the negative growth effects of commodity terms of trade volatility offset the positive impact of commodity booms; and export diversification of primary commodity abundant countries contribute to faster growth. Therefore, we argue that volatility, rather than abundance per se, drives the "resource curse" paradox.

This book analyzes the experience of the Caspian countries during the oil boom. It is founded on empirical studies, using either macroeconomic tools or an analysis of public budgets, or microeconometric analysis of household survey data or fieldwork in oil-producing regions. Moving from aggregated to disaggregated analysis and, in-keeping with its emphasis on rigorous empirical analysis to the greatest extent possible, several chapters are written by specialists on the Caspian region. Whilst there is an emphasis on the economic consequences of the oil boom, the interdisciplinary aspects of the phenomenon are also recognized. Overall, the analysis is firmly rooted in the region, yet the empirical studies also provide a basis for drawing broader lessons about the effects of an oil boom.

Moreover, while overall employment in the UK and Australia has grown, many newly-created positions require skills not found in the industries shedding labour, or are in casualised and low paid occupations. Many lesser-skilled workers leaving declining industries are therefore at risk of long-term unemployment or leaving the workforce entirely. Both mental and physical health can be affected after redundancy. It is therefore crucial that the measures put in place in many domains of social policy (such as formal health policy, employment assistance, community development, housing assistance and so on) to adequately address the difficulties confronting this group. This volume takes a closer look at the impact of manufacturing - notably automotive - plant closures in the UK (Birmingham) and Australia (Adelaide) in recent years and policy responses to those closures. It attempts to tease out differences in policy response and effectiveness, and attempts to identify areas where policy could be made to work better in terms of adjusting to large scale manufacturing change and resulting job losses. In so doing, it begins, for the first time we believe, to take a comparative approach to understanding the impact of plant closures and policy responses.
