The future battlespace will require commanders to operate more efficiently and at a higher operations tempo, so that commanders will be able to use the advantages of dominant battlespace awareness to enhance what is known as "command-by-intent." But the more likely outcome is a return tocommand-by-direction. A potential consequence of this change is that significant command functions will be made by machines that act, not as an assistant, but as the decision maker and executor -- which is known as the machine commander. However, the current U.S. military doctrine is inconsistent about the admissibility of such an entity, even though technological developments are on the threshold of delivering the components for constructing the first-generation machine commander. Furthermore, the same infrastructure that assists the traditional human commander creates a framework for using a machine commander. Book excerpt: Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

This is the result of tactical units dispersing on the battlefield for protection from increased weapon lethality and the need to sustain and maintain increasingly sophisticated and capable tactical units. Beginning in the early 1990s, the U.S. Army began a Revolution in Military Affairs (RMA) to integrate information technology into tactical units. The RMA integrates information technology (computer and communications) developed by the civilian sector to assist the tactical commander in his ability to command and control subordinate units in combat. The purpose of digitization is to use a technological method to maintain the Army s asymmetric advantage in command and control over other armies. This monograph asks the question: Can communication, automation and information technology (digitization) reduce the complexity and uncertainty for the commander and will it support his future decision-making? The monograph looks at technology as a reoccurring method used by military organizations to assist the commander in making timely decisions on the battlefield. The use of computers and communication networks to establish an information system (C4ISR) links the sensor to the decision-maker to the executor to make tactical units more efficient and effective on the battlefield. This monograph shows merit in the digitization of tactical units to reduce complexity and uncertainty in planning and executing tactical missions. The digital systems provide the commander, his subordinate commanders and staff the data and information to plan and execute in a more certain environment. The system providing the information allows the commander and his subordinates to concentrate on the analysis of the information instead of searching for data and displaying.

Book excerpt: In light of the spectacular performance of American high-technology weapons in the 1991 Persian Gulf War, as well as the phenomenal pace of innovation in the modern computer industry, many defense analysts have posited that we are on the threshold of a revolution in military affairs (RMA). The issue has more than semantic importance. Many RMA proponents have begun to argue for major changes in Pentagon budgetary priorities and even in American foreign policy more generally to free up resources to pursue a transformed U.S. military—and to make sure that other countries do not take advantage of the purported RMA before we do. This book takes a more measured perspective. Beginning with a survey of various types of defense technologies, it argues that while important developments are indeed under way, most impressively in electronics and computer systems, the overall thrust of contemporary military innovation is probably not of a revolutionary magnitude. Some reorientation of U.S. defense dollars is appropriate, largely to improve homeland defense and to take advantage of the promise of modern electronics systems and precision-guided munitions. But radical shifts in U.S. security policy and Pentagon budget priorities appear unwarranted—especially if those shifts would come at the expense of American military engagement in overseas defense missions from Korea to Iraq to Bosnia.

Book excerpt: The Revolution in Military Affairs (RMA) remains one of the most publicized, yet least understood, concepts among contemporary defense analysts. Too often, professional academic evaluation of military revolution is forcecentric, neglecting the inherent association with the social, political, and economic dimensions within which all warfare is conducted. Historian Michael Roberts, who first postulated the presence of a revolution in military affairs in early modern Europe, envisioned a broad theoretical construct that encompassed these dimensions within a framework remarkably similar to Carl von Clausewitzs paradoxical trinity, conjoining the military with the sociopolitical facets of war. Nevertheless, the modern RMA debate largely neglects this model in the pursuit of a panacea for the future. Returning to the fundamental traditions that once defined the RMA debate, this monograph introduces a paradigm that melds the essence of Roberts' holistic approach with the theory of punctuated equilibrium, a biological model for evolutionary development hypothesized by Niles Eldredge and Steven Gould in 1972. Their model, which countered the very soul of Darwinian evolution, proved both accurate and versatile and was quickly adapted in the fields of finance, business, and organizational theory. In the pages that follow, the author redefines the history of military revolutions within the context of Punctuated Revolutions in Military Affairs, in which military revolution occurs in bursts of rapid change punctuated by relatively long periods of equilibrium, or international symmetry. The utility of this new paradigm is twofold: first, punctuated equilibrium presents an analytical model for the examination of historical military revolutions consistent with Michael Roberts' original thesis; second, punctuated equilibrium defines history within the context of patterns of change and is, therefore, predictive in nature. Ultimately, this monograph posits the present state of military affairs within the continuum of Punctuated Revolutions in Military Affairs, offering a glimpse into the future of what may come to be.
