Son gouvernement a lancé des initiatives dans les domaines de ladministration électronique et des infrastructures des TIC afin de tirer profit des opportunités fournies par le développement de ces dernières, notamment à travers ladoption du référentiel Mali Numérique 2020, une stratégie nationale pour le développement de léconomie numérique. Une nouvelle dynamique régionale, impulsée par les Ministres du Commerce de l'Union Économique et Monétaire Ouest Africaine (UEMOA) dans la Déclaration ministérielle en date du 29 septembre 2017 visant à définir un plan de travail régional pour le développement du commerce électronique, permettra de soutenir les efforts du Mali dans ce domaine. Une première étape dans la préparation de ce plan a été initiée par la Commission de lUEMOA, en coopération avec la CNUCED, avec lorganisation dun atelier régional sur le commerce électronique, organisé à Ouagadougou du 9 au 11 octobre 2018. Limpulsion dinstitutions régionales telles que lUEMOA et la Communauté Économique des États de lAfrique de lOuest (CEDEAO), a encouragé les États membres à harmoniser les politiques dintégration économique, y compris le cadre réglementaire applicable au commerce électronique, et de nouvelles réformes doivent être conduites face aux développements rapides de la digitalisation.

Book excerpt: With a growing economy, favourable geographic location and rapidly developing innovation ecosystem, Tanzania is well-positioned to integrate into the global digital economy. Economic growth over the last decade has averaged 6 to 7 per cent per year and the medium-term outlook is positive, with growth projected at 6.6 per cent in 2019 and 2020. Large public investment projects and continued foreign direct investment bode well for the future, and there is growing awareness of the benefits of new technologies (as seen by the widespread use of mobile money). Tanzanias economy has also become more diversified over the last decade. While agriculture continues to be the mainstay for the vast majority of the population, emerging sectors such as finance and communications are propelling the economy forward. Export of manufactured goods to regional markets is also growing. Micro, small and medium-sized enterprises (MSMEs) contribute to 27 per cent of the GDP and employ more than 5.2 million people . More than half of the MSMES are owned by women. As a coastal economy bordering eight countries, six of which are nearly or completely land-locked, Tanzania is well-situated to expand as a regional trade hub. E-commerce has the potential to boost the countrys economy by creating new employment opportunities, diversifying sources of income and creating new value chains. For MSMEs in particular, digital technologies provide the potential to improve access to new and existing markets and customers. There is also immense development potential in tourism.

The main message of Digital Senegal for Inclusive Growth is that broader use of productivity-enhancing technologies by households and enterprises can generate such jobs, including for lower-skilled people. Adoption of better technologies can support both Senegal’s short-term objective of economic recovery and its vision of economic transformation with more inclusive growth. But this is not automatic. This book leverages a novel survey instrument that measures adoption of technologies at the firm level. Results from this survey show that there is a large average technological gap in Senegal relative to firms in Brazil, in the range of 36 and 30 percent for extensive (whether firms use it at all) and intensive (the most frequently applied) uses of better technologies such as for business administration. Except for a small number of firms, enterprises still mostly use manual, analog technologies to perform general and sector specific business functions. Micro-size informal enterprises lag even further. The benefits from technology adoption are significant. Digital technologies are an enabler of economy-wide productivity and jobs growth by catalyzing adoption of complementary technologies, including many not accessible without digital infrastructure. For households, mobile internet coverage is associated with 14 percent higher total consumption, as well as a 10 percent lower extreme poverty rate—and jobs with higher earnings. Firms with better technologies have higher levels of productivity, generate more jobs, and increase the share of lower-skilled workers on their payroll, on average: an increase in technological sophistication across general business functions that the firm uses most intensively, such as using standard software rather than writing by hand for business administration, is associated with a 14 percent higher jobs growth rate. For these and other inclusive growth benefits to be realized, Senegal should focus on ensuring availability of affordable digital infrastructure and implementing targeted incentives to promote use by firms of better technologies as well as policies to narrow deepening digital divides across enterprises and households.
