Voluntary compensation of greenhouse gas emissions enables actors to take responsibility for their remaining emissions by supporting additional mitigation outcomes that occur outside the actors’ boundaries. This report maps key international guidance and initiatives relevant to voluntary compensation. It aims to foster a common knowledge base on high-integrity use of voluntary compensation as part of actors’ broader mitigation efforts towards and beyond carbon neutrality. It was prepared under the Nordic Dialogue on Voluntary Compensation.

Book excerpt: Nuclear energy is the one energy source that could meet the world's growing energy needs and provide a smooth transition from fossil fuels to renewable energy in the coming decades and centuries. It is becoming abundantly clear that an increase in nuclear energy capacity will, and probably must, take place. However, nuclear energy and the use of radionuclides for civilian and military purposes lead to extremely long-lived waste that is costly and highly problematic to deal with. Therefore, it is critically important ot understand the environmental implications of radionuclides for ecosystems and human health if nuclear energy is to be used to avoid the impending global energy crisis. The present volume of the EIC Books series addresses this critical need by providing fundamental information on environmentally significant radionuclides. The content of this book was developed in collaboration with many of the authors of the chapters. Given the enormity of the subject the Editor and the Authors had to be judicious in selecting the chapters that would appropriately encompass and describe the primary topics, particularly those that are of importance to the health of ecosystems and humans. Thus, traditional risk assessments based on the concentrations of chemicals are unlikely to produce realistic data on toxicity. In the CONTEST project, 19 biotests were evaluated using a model contaminated sediment from the Baltic Sea. Most of the biotests applied showed concentration-dependent toxicity related to the degree of chemical pollution measured in the test sediment with some variability in the sensitivity of the test organism and the endpoint. The different biotests were analysed according to specially designed assessment criteria, and the results are foreseen to be useful for end-user groups including environmental authorities, private companies and industries, environmental laboratories, consultants, and the scientific community.

Book excerpt: In 2004 the Baltic states - Estonia, Latvia, Lithuania - finalized their return to the West by joining NATO and the EU after definitively throwing off their 'captive nations' status by regaining independence in 1991. This has not, however, halted resurgent Russian revanchism in the region; given Russia's aggressive actions starting in Ukraine in 2014, defense of the Baltic has gained a new urgency and prominence. In The West's East, Lukas Milevski places the Baltic states in strategic and historical perspective. Through these nations' experiences, he sheds light on how independent states have been able to persist, despite being surrounded by predatory great powers. The work offers a deep overview of the region's history, from the indigenous Baltic tribes which populated it to the post-Cold War era, followed by recent political analogies of West-Russia relations. Analyses of today's strategic balance in the region indicate the various actors' geopolitical outlooks, strategic cultures, military capabilities, and non-military security vulnerabilities. As Milevski argues, the NATO-Russia relationship will play the major role in any potential conflict in the Baltic, but neutrals Finland and Sweden must also be factored into the strategic analysis. Using the logic of strategy he anticipates potential military interaction in the region step by step-from deterrence, to Russia's choice of offensive strategy, to area denial and NATO's return and break into the Baltic theater, and finally war termination-to determine the answer to the ultimate question: how much defense for the Baltic is enough? The West's East gives both experts and policymakers alike the background and framework for thinking strategically about a region that has re-emerged as a significant geopolitical concern in the Putin-Trump era.
