Book excerpt: In 2012, the U.S.Department of Energy (DOE) began reassessing the former Riverton, Wyoming, Processing Site area for potential contaminant sources impacting groundwater. A flood in 2010 along the Little Wind River resulted in increases in groundwater contamination (DOE 2013).This investigation is a small part of continued efforts by DOE and other stakeholders to update human health and ecological risk assessments, to make a comprehensive examination of all exposure pathways to ensure that the site remains protective through established institutional controls. During field inspections at the Riverton Site in 2013, a white evaporitic mineral deposit was identified along the bank of the Little Wind River within the discharge zone of the groundwater contamination plume. In December 2013, Savannah River National Laboratory (SRNL) personnel collected a sample for analysis by X-ray fluorescence (Figure 1 shows the type of material sampled). The sample had a uranium concentration of approximately 64 to 73 parts per million. Although the uranium in this mineral deposit is within the expected range for evaporatic minerals in the western United States (SRNL 2014), DOE determined that additional assessment of the mineral deposit was warranted. In response to the initial collection and analysis of a sample of the mineral deposit, DOE developed a work plan (Work Plan to Sample Mineral Deposits Along the Little Wind River, Riverton, Wyoming, Processing Site [DOE 2014]) to further define the extent of these mineral deposits and the concentration of the associated contaminants (Appendix A). The work plan addressed field reconnaissance, mapping, sampling, and the assessment of risk associated with the mineral deposits adjacent to the Little Wind River.

Book excerpt: At the Riverton UMTRA Site located on the Wind River Reservation in west-central Wyoming, the US Department of Energy (DOE), local residents, and the tribes struggle over the cleanup of a former uranium mill that operated in the area from 1958 to 1963 in support of US Cold War efforts. Although DOE completed surface remediation in November 1989, areas of residual contamination remain at the site. Despite DOE's insistence that contaminants "do not pose a risk to human health or the environment," local residents complain of suffering from a range of environmental and human health problems and employ the trope of `contamination' as an allegory to expound a range of environmental, health, and psychosocial ills perceived to have come about as a result of former milling and processing activities in their community. By highlighting the discourse of local residents and the scientists who have been charged with managing the cleanup of the former mill site, I propose that the failure on behalf of DOE to genuinely take into account the perspectives and lived experiences of the individuals and families who have been most affected by the persistence of radioactive contamination and the presence of chemical toxins in the local environment is symptomatic of a much larger system of structural violence. Examining the topic through the lens of postcoloniality, I offer up recommendations and suggest ways that DOE and the tribes can move forward on issues related to the site. As a visual-ethnography of toxic struggle on the Wind River Reservation, this thesis contributes to the anthropological literature by demonstrating how ethnographic research can be incorporated into environmental remediation efforts and other decision-making processes that far too often discount lay perspectives in favor of more scientific, quantitative analyses.
