Book excerpt: This strategy document sets out the measures the Department for Work and Pensions intends to take to help achieve the Government's target to eradicate child poverty by 2020, based on the principle that improving employment opportunities for parents is the most sustainable route out of poverty for themselves and their children. These measures follow on from the 2007 Budget statement (HCP 342, session 2006-07; ISBN 9780102944556) and form part of the Government's cross-departmental strategy to tackle child poverty through a whole range of policy areas, including tax and benefits, health and housing, childcare and education. Measures announced include: i) extending the New Deal Plus for Lone Parents (NDLP Plus) to March 2011 and to cover all lone parents in London, and to extend key elements of this support programme to two-parent families on benefit in the current pilot areas and throughout London; ii) extending the In-Work Credit for Lone Parents scheme (which provides an extra £40 per week for lone parents moving into work in 40 per cent of the country, including most of London) until June 2008 and to increase the rate payable in London to £60; iii) pilot schemes to link the In-Work Credit to adviser support to promote retention in work for lone parents, based on the Employment Retention and Advancement model; and iv) a major expansion of work-focused English as a Second Language provision, delivered through the cities strategy pilots in East and West London.

Book excerpt: The Government has set itself the challenging target of halving the number of children living in poverty by 2010-11 and eradicating child poverty by 2020. With 2010 fast approaching, Ministers are still committed to the targets, and the Committee wanted to ascertain whether DWP has the right measures in place to meet its objectives. Significant progress has been made, but the target remains challenging: there are still 2.8 million children living in poverty and the most recent data shows a slight increase in this number. The Committee is convinced of the damaging effect of poverty on a child's self-esteem and expectations, and also its effects in contributing to social exclusion. Children growing up in poverty are also more likely to have poorer health and poorer educational outcomes. There are groups of children who have a much higher risk of growing up in poverty, for example if they or a parent are disabled, and there are higher poverty rates amongst Pakistani, Bangladeshi and black children. Getting parents into sustainable work should be the focus of the strategy to lift them and their children out of poverty, but there are concerns that the Jobseekers' Allowance regime is not sufficiently flexible to reflect the complexity of lone parents' lives. To eradicate child poverty by 2020, the Government needs a long-term strategy on benefit income for those who are unable to work. If benefits are uprated in line with inflation, the gap between the incomes of those in work and those on benefits will only get wider, as benefits will not keep pace with earnings. As poverty is measured as a percentage of median earnings, the implications for the 2020 target, in particular, are serious.

Book excerpt: This White Paper follows the consultation paper "No one written off: reforming welfare to reward responsibility" (Cm. 7363, ISBN 9780101736329) which was itself based on the reforms proposed by David Freud in his report "Reducing dependency, increasing opportunity: options for the future of welfare to work" (2007, DWP, www.dwp.gov.uk/publications/dwp/2007/welfarereview.pdf). It sets out how the Government plans to take the proposals forward. The Government's vision for the welfare state is one where everyone is required to fulfill their responsibilities to prepare for, look for and take up work, with support provided at all stages, particularly given the recent economic downturn. The Government proposes a simpler benefits system, with the development of a single income-replacement benefit for people of working age: initially those currently on Income Support will move to either the Employment and Support Allowance or Jobseeker's Allowance. Changes to Housing Benefit will also be investigated in 2009. Jobcentre Plus is an effective delivery vehicle and will receive an extra £1.3 billion funding, but it will be supported by more use of private and voluntary services (which already supply 40 per cent of DWP's employment programmes). Devolving power to the local level will increase effectiveness of service delivery. This paper also responds to and supports the Gregg report on personal conditionality ("Realising potential ... ISBN 9780101749923) where everyone on benefits is expected to take active steps towards work. Support for disabled people will be enhanced and become more personalised. Those on incapacity benefits will move to the Employment and Support Allowance. More support for jobseekers will be matched by higher expectations.
