Book excerpt: FAO is well positioned at the global level to offer relevant support to countries in achieving their SDG 2 targets and is committed to support the SDGs, a Global Agenda that it helped design. The new FAO’s Strategic Framework will provide an opportunity to promote and communicate FAO’s role in a coherent and joined-up manner, aligned with the 2030 Agenda. FAO has engaged with the current UN reform – strongly connected to the SDGs – with a very collaborative attitude. At the country level, which was the focus of the second phase of this evaluation, FAO’s position was found to be generally weaker due to its limited programmatic footprint. Nevertheless, a number of initiatives were “acting at scale” and producing results. Entry points to act at scale include support to develop laws and policies, to instigate agriculture trade and investment, to induce climate finance or South-South cooperation, and to education, both formal and informal. The depth and breadth of partnerships are generally increasing, but more partnerships with the private sector and mobilization of domestic resources would needed to make a serious impact on food systems.

Book excerpt: This evaluation assessed the extent to which FAO’s work has been relevant and effective in supporting its Members to achieve Sustainable Development Goal 6 (SDG 6). Water resources management is central to any consideration of agricultural production, ecosystems sustainability, rural livelihoods and climate change adaptation and resilience, issues that lie at the heart of FAO’s mandate. The evaluation found that FAO has a comparative advantage in several key SDG 6 target areas and addressed needs and demands from Members in all SDG 6 target areas. Irrigated agriculture (target 6.4) represents an area of high demand from Members and a dominant theme in the reviewed case studies. Regional initiatives are effective in addressing specific needs and challenges of individual regions. FAO has performed well in its custodial role for SDG indicators 6.4.1 and 6.4.2. However, overall FAO’s strategic approach to water-related activities remains. The links between agriculture and water quality and pollution (target 6.3) were not adequately addressed. Despite limited evidence on full transformational changes, the evaluation highlights several activities and approaches that, if nurtured, could form the basis for transformational change.

Extreme poverty is primarily a rural phenomenon, with 80 percent of the extreme poor living in rural areas, across greatly diverse rural landscapes. Despite great progress in poverty reduction, the standard of living of the poorest of the poor has remained almost unchanged in the past 35 years, signaling that a huge gap in policy making and programmatic approaches are leaving them behind. FAO has established a Corporate Framework on Rural Extreme Poverty to orient and bring to bear the relevant work of the Organization towards reaching Target 1.1 of the SDGs. Eliminating extreme poverty is directly linked to eliminating hunger (SDG 2), as well as other SDGs. When the extreme poor have means to a better life, they no longer suffer from hunger and can invest in a better future for their families and communities. The Framework reinforces the application of other Corporate Frameworks, particularly those related to gender equality, social protection, sustaining peace, and migration. This makes the Framework applicable to many areas of FAO’s work, accelerating efforts to eliminate extreme poverty in rural areas. The Framework identifies four key areas to reach the rural extreme poor: ensuring food security and nutrition, promoting economic inclusion, fostering environmentally sustainable and resilient livelihoods and preventing and protecting the extreme poor against risks and shocks. To ensure its ability to eradicate rural extreme poverty, the Framework establishes the following five deliverables: 1. Better align the areas of FAO’s mandate into global and national actions to eradicate extreme poverty. 2. Increased capacity to reach the extreme poor by undertaking poverty analysis 3. Develop dedicated and integrated approaches for the rural extreme poor. 4. Ensure that FAO’s actions do not create poverty. 5. Account for FAO’s contribution to SDG 1, and in particular, to Target 1.1.

This book was released on 2022-05-20 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

Oceans and seas cover more than 70 percent of our planet’s surface, provide half of the world’s oxygen, sequester carbon, and serve as home to 80 percent of life on earth. SDG 14, Conserve and sustainably use the oceans, seas and marine resources for sustainable development, is a major goal of the 2030 Agenda for Sustainable Development, which commits the international community to act to surmount the key challenges facing our planet and all those who live on it. A focus on SDG 14 will be crucial to protecting marine resources, and the important role they play in human well-being and social and economic development worldwide. Through monitoring, instruments, both binding and non-binding, and other activities, FAO is working with countries to achieve SDG 14 objectives, addressing linkages with other targets of the 2030 Agenda and ensuring sustainable development in all three dimensions. This booklet shines a light on FAO’s work with countries and partners across the globe to ensure our oceans, seas and marine resources are used sustainably for the benefit of present and future generations.

Book excerpt: The Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) Programme represents a partnership between the Food and Agriculture Organization of the United Nations (FAO) and the European Union (EU). In 2018, the partnership agreed on the need to have a policy effectiveness analysis conducted in most of the FIRST countries. As policy implementation rather than formulation is repeatedly raised as one of Pakistan’s challenges, this assessment considered the implementation challenges of specific policy processes relevant to the FAO-EU partnership in the country, rather than the entire suite of relevant policies. It considered the necessary conditions to move forward and how best to meet these conditions, including through more strategic resource allocation and more effective approaches to building institutional capacity.

This book was released on 2020-04-01 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: Knowledge about pastoralism has a legacy of misunderstanding and debate within rural development, a highly politicized territory at the regional and national level, and an evolving discussion in the context of climate change. The Pastoralist Knowledge Hub (PKH), which is hosted by FAO, brings together pastoralists and the main actors working with them to create the synergies for dialogue and the development of much needed pastoralist policies at the national and global level. This report presents the results of the final evaluation of two projects: “Pastoralist Knowledge Hub Part 1: Support to pastoralists in advocacy and policy matters” (PKH1) and “Pastoralist Knowledge Hub Part 2: Technical support to pastoralists livelihood and resilience” (PKH2). The expected overall impact of the projects was improved policies, legislation and programmes related to pastoralism, contributing to food security, poverty reduction and resilience. This evaluation serves a dual purpose of accountability and learning. It extrapolates findings and conclusions based on the evidence collected, and identifies good practices and challenges to inform future projects.

This book was released on 2021-06-04 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: FAO has been promoting the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) in several countries and the Federal Republic of Germany had significantly contributed by financially supporting FAO’s activities. The programme contributed through multi-stakeholder platforms to an inclusive dialogue which led in most countries to the emergence of a common vision on land governance and positively influenced the land reform processes. It also triggered changes in mind-set which are needed for long-term improvements at country level. Results have shown that the VGGT, while being international principles of land policy, can be translated into concrete actions at the local level. The evaluation stressed the need for greater attention on developing activities to be carried out in local communities which result in defined, precise and achievable gains on governance of tenure and to continue working on women and youth land access issues.

Book excerpt: The evaluation seeks to contribute to organization-wide learning by drawing lessons from the multi-year funded resilience projects implemented in the Sahel and Cameroon and making recommendations for future programming. FAO intervened in these countries to strengthen the resilience of vulnerable households affected by the crisis in the Sahel through promoting sustainable livelihood. The evaluation found that the projects contributed to an improvement in animal and agricultural production and strengthened social cohesion among the different communities. The evaluation also found that a multi-year funding mechanism is flexible and allows a transition from a humanitarian to a development approach if used efficiently. In its future programming, FAO should promote an integrated approach, targeting the same beneficiaries and enabling them to engage in productive activities and sustainable natural resource management. In fragile and emergency contexts, FAO should adapt its tools and procedures for more flexibility and adaptive management.

Book excerpt: Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need. This report presents the contribution that agriculture, food systems and the sustainable use of natural resources can make to securing the livelihoods of the millions of poor people who struggle in our world.

It highlights the Organization’s ongoing efforts to help its Members achieve “zero hunger” in a changing world that is facing new and pressing challenges from migration and climate change. The foreword by the FAO Director-General and the introduction to zero hunger by the Director of the FAO Office for Corporate Communication provide the context for FAO’s work and a real-life example of how “zero hunger” can change people’s lives for the better. In addition, there are profiles of the five recently appointed FAO Special Goodwill Ambassadors for Zero Hunger. Next, the photos and their captions, with some accompanying text, illustrate FAO’s work and significant moments in its history. Thus, the reader can see the single frames in the context of the whole picture.
