Included in the report is an overview of the design-build concept and a description of the procedure used to advertise, evaluate technical proposals, and to select the contractor. The Federal Highway Administration approved the design-build concept to be used for the I-70 reconstruction project under the Special Experimental Project No. 14 (SEP 14), "Innovative Contracting Practices." The Colorado Department of Transportation (CDOT) has established a task force to investigate the effectiveness of using design-build for this project. The ultimate goal of this investigation is to identify and document the pros and cons of the design-build practice and its overall applicability to CDOT
