Four evaluation subprocesses are detailed. The accident-based project evaluation subprocess assesses the value of a completed highway safety project. The non-accident-based subprocess assesses the intermediate effectiveness of a completed safety project prior to the accident-based evaluation. This subprocess maybe used when accident data are not available, insufficient, or when an indication of project effectiveness is desired sooner. The program evaluation subprocess assesses the value of an ongoing or completed safety program. The administrative evaluation subprocess helps determine the manpower, time, money and material used, the difference between planned and actual resource expenditures, and the implementation of outputs obtained per unit of input associated with implementing highway safety projects and programs.

This report of the Transportation Research Board describes the system-wide and spot approaches to safety improvement, explains strategies and programs for system-wide improvements, and gives general guidelines for a program of improving roadway consistency through system-wide safety improvements.
