This Element tackles this question by studying the governance of adaptation to sea level rise in the San Francisco Bay Area of California. Like climate mitigation, climate adaptation has public good characteristics and therefore poses collective action problems of coordination and cooperation. The Element brings together the literature on adaptation planning with the Ecology of Games framework, a theory of polycentricity combining rational choice institutionalism with social network theory, to investigate how policy actors address the collective action problems of climate adaptation: the key barriers to coordination they perceive, the collaborative relationships they form, and their assessment of the quality of the cooperation process in the policy forums they attend. Using both qualitative and quantitative data and analysis, the Element finds that polycentric governance systems can address coordination problems by fostering the emergence of leaders who reduce transaction and information costs. Polycentric systems, however, struggle to address issues of inequality and redistribution.

If we are to solve collective-action problems effectively we must rethink the way we approach market and governmental institutions. We need analytical approaches that are consistent with a public sector that encourages human development at multiple levels (Opschoor 2004). This chapter reviews studies of polycentric governance systems in metropolitan areas and for managing common-pool resources. Hans Opschoor has devoted his academic career to the study of economic instruments and institutions related to development of and to coping with environmental problems. A fundamental set of problems facing individuals in all developed and developing societies are collective-action problems. The size and shape of these problems however differ dramatically. Polycentricity may help solve collective-action problems by developing systems of governmental and nongovernmental organizations at multiple scales. After an introduction to the problem, this chapter will review the extensive research that demonstrated the capabilities of many citizens to design imaginative and productive ways of producing public goods and common-pool resources. Successful systems tend to be polycentric with small units nested in larger systems. Not all such systems are successful, and we need to understand factors associated with failure as well as success. The last section of the chapter will discuss design principles that can help guide the design, adaptation and reform of governance systems to achieve robust and effective systems over time.

Book excerpt: Surging concern about climate change, terrorism, and financial crises in the past decade has underscored the relevance of governance systems that transcend jurisdictional boundaries and institutional barriers. With the spread of democratization, these systems are now under increasing pressure to accommodate multiple stakeholders in both policy development and service delivery. The polycentricity literature has been used to examine collective action within certain types of such systems. However, there is scope for further theoretical refinement through the systematic incorporation of agenda setting, the first stage of the policy cycle as defined in the literature (Lasswell 1956; Howlett, Ramesh, and Perl 1995). Applying Real-Dato's (2009) synthetic framework for literature evaluation, this study identifies complementarities and divergences between polycentricity and agenda setting, making the case for an analytical approach that combines both. The paper begins by proposing a consensus definition of agenda setting that can be used to test for coverage in the polycentricity literature. It then overlays theories representing each: Kingdon's (1995) multiple streams for agenda setting, and Ostrom's (2007) IAD framework for polycentricity. Finally, the combined framework is used to explore two case studies of grassroots environmental activism in polycentric situations, each having characteristics that test the explanatory capacity of polycentricity, agenda setting, and the combination thereof. This comparison traces the progress of agendas through the institutional ecology, linking governance structure with policy change. This paper's contribution is theoretical novelty from a methodical synthesis of related literatures, and it intends to prompt further discussion about innovative governance models informed by theoretical integration.
