Dénoncer les maltraitances et prendre en charge les enfants qui en sont victimes reste aujourd'hui difficile. Si la prise de conscience de ces violences s'impose à tous, les maltraitances envers les enfants continuent, comme par le passé, de cristalliser idéologies, conflits intergénérationnels, interpersonnels et interinstitutionnels, remettant régulièrement en cause les avancées dans le domaine de la protection de l'enfance.

Se pose ainsi la question d'une articulation cohérente et continue des diverses actions entreprises. Il est à ce propos de plus en plus reconnu que les différentes étapes du dispositif (détection, intervention, suivi) nécessitent une approche interdisciplinaire et une coordination des multiples démarches effectuées afin d'aboutir à un résultat profitable aux enfants et à leur famille. Il est par conséquent nécessaire de prévoir des prises en charge qui déterminent clairement les modalités de chaque intervention et qui fixent les objectifs particuliers et communs à atteindre en coopération interinstitutionnelle et interprofessionnelle. A cet égard, un outil d'intervention novateur, le "case management", a été développé dans certains domaines du social et de la santé. Malgré un déploiement important du case management en Suisse dans ces domaines, cet outil d'intervention n'a pour l'instant pas, ou très peu, été développé au sein des dispositifs de protection des enfants victimes de maltraitance. La présente contribution a pour objectif de réfléchir sur l'apport possible du case management dans la prise en charge de ces situations. L'auteur débute sa contribution par un aperçu de quelques dysfonctionnements dans le dispositif de lutte contre la maltraitance, mis en évidence au sein du dispositif genevois. Puis, il présente de manière générale le case management et ses principaux fondements. Pour aborder ensuite la problématique de l'empowerment dans l'accompagnement des familles et la délicate question de la coopération interinstitutionnelle et interprofessionnelle. Finalement, il se risque à présenter les différentes phases du case management sous l'angle de la protection des enfants victimes de maltraitance. Les deux axes principaux du case management : - responsabiliser et rendre les usagers plus autonomes en travaillant leurs aptitudes personnelles et en les faisant participer activement aux différents stades de la prise en charge (empowerment) ; - donner un cadre méthodologique d'intervention en vue de coordonner l'action commune de tous les professionnels et institutions impliqués. Ce travail - qui nécessiterait une analyse plus approfondie et un développement plus conséquent - propose des pistes de réflexion et certaines orientations pour la pratique qui devraient participer à une meilleure prise en compte de cet outil d'intervention novateur par les institutions et les professionnels concernés.

Where many of their contemporaries used the glamour of synth-pop's '80s heyday and electronic music's infinite possibilities to craft shiny pop fantasies, Bastille builds on the glossy, anthemic approach they set forth on the Laura Palmer EP (the title track, which is included here, might also be the least arty song inspired by David Lynch's surreal soap opera Twin Peaks). Early highlights like "Pompeii," "These Streets," and the title track boast panoramic choruses and sleek arrangements that hint at a kinship with Empire of the Sun and Delphic, while the handclaps and popping bassline on the otherwise moody "Icarus" recall Hot Chip at their most confessional. However, most of Bad Blood suggests that Bastille are actually an electronically enhanced upgrade of sweeping British pop traditionalists like Keane or Coldplay. The band updates "Oblivion"'s piano balladry with ping-ponging drums and contrasts Dan Smith's throaty singing and searching lyrics ("There's a hole in my soul/Can you fill it?") with a tumbling beat on "Flaws." Like the aforementioned acts, Bastille has a way with heartfelt melodies and choruses that resonate, particularly on the driving "Things We Lost in the Fire" and "Get Home," where the slightly processed vocals also evoke Sia, Imogen Heap, and other electronic-friendly singer/songwriters. While the band occasionally gets a little too self-serious on the album's second half, Bad Blood is a solid, polished debut that fans of acts like Snow Patrol (who don't mind more electronics in the mix) might appreciate more than synth-pop aficionados. ~ Heather Phares
