Book excerpt: Cette thèse a comme objectif d'élucider la problématique contemporaine de l'endettement étudiant au Canada et aux États-Unis par une étude de l'évolution des programmes et politiques d'aide financière aux étudiants depuis leurs origines. Les statistiques démontrent que c'est à partir des années 1990, sous l'égide de gouvernements libéraux, que l'augmentation de l'endettement étudiant s'est emballée. Pourtant, la mise en œuvre des politiques néolibérales qui a causé cet emballement ne constituait pas une approche novatrice de gouvernance. Les politiques néolibérales ont plutôt émergé une décennie auparavant, au cœur du projet politique de l'Administration de Ronald Reagan, principalement en tant qu'outil permettant d'atteindre l'objectif primordial du renversement et de la déconstruction du collectivisme. Cet objectif était aussi celui au cœur des revendications de la coalition conservatrice de la Nouvelle Droite, un amalgame de factions qui s'opposait farouchement au libéralisme et au gouvernement activiste qui avaient caractérisé la gouvernance fédérale étatsunienne depuis les années 1960. À travers la lentille de l'institutionnalisme historique et par l'entremise d'analyses qualitatives du mouvement des idées et d'analyses des statistiques portant sur le financement de l'éducation tertiaire, cette thèse met en exergue la lutte politique prééminente du dernier siècle, soit celle entre la droite et la gauche pour les leviers de pouvoir de l'État, afin de rendre compte du contexte sociopolitique qui aura indirectement déterminé l'augmentation exponentielle de l'endettement étudiant à partir des années 1990. Les dynamiques de la montée de la coalition de la Nouvelle Droite exemplifient cette lutte et expliquent le succès et la forme de la transition néolibérale. Une des contributions de cette étude est de démontrer la pertinence de mettre en relation des pans littéraires relativement cloisonnés qui s'intéressent à des phénomènes mutuellement constitutifs. Suivre les idées ayant guidé les programmes d'aide aux étudiants aura permis d'expliciter que les politiques économiques à caractère néolibérales qui ont émergé dans les années 1980 sont empreintes d'un conservatisme intrinsèque qui rend leurs effets cohérents avec les exigences conservatrices de la droite politique. Ainsi, la mise en relation des écrits d'économie politique portant sur le néolibéralisme, de tout un pan de l'institutionnalisme historique ainsi que de ceux portant sur l'histoire du conservatisme politique permettent de faire ressortir que l'opérationnalisation de politiques néolibérales est assimilable à une forme de capitalisme conservateur, même lorsqu'elles le sont par des gouvernements libéraux qui rejettent explicitement ce conservatisme. Et qu'à ce titre, le néolibéralisme gagne à être compris comme un Cheval de Troie « offert » par les conservateurs aux libéraux.
