Il se décline à plusieurs niveaux (national, régional, départemental...) et associe des représentants de nombreuses professions du monde de l'élevage. Notre travail avait pour but d'évaluer les connaissances des éleveurs et leur perception du suivi sanitaire actuellement en place dans nos élevages Français, et de constater ainsi la présence éventuelle de difficultés ou lacunes. Pour cela, notre enquête a porté sur un panel d'éleveurs de bovins allaitants de la Nièvre, interrogés entre mars et juillet 2016, lors de rencontres sur leur exploitation. Trente-cinq élevages de la Nièvre ont ainsi répondu à notre questionnaire, soit 2 % des élevages de bovins allaitants du département. Pour ces derniers, il apparait que les bases du suivi sanitaire sont présentes mais incomplètes et les confusions évidentes. Le vétérinaire reste pour les éleveurs le principal acteur du suivi sanitaire à leurs côtés. Il est accompagné par le GDS, sollicité pour le conseil, et les coopératives, proposant de nombreux services. La DD(CS)PP est en retrait et a plutôt une connotation négative voire répressive, car souvent sollicitée lors de graves problèmes sanitaires. Le Bilan Sanitaire d'Élevage (BSE) et la Visite Sanitaire Bovine (VSB) sont les principaux outils du suivi cités mais sont également confondus, ceci étant probablement lié à leur réalisation simultanée. Le carnet sanitaire est en majorité bien tenu, mais reste considéré comme une contrainte pour l'éleveur, en raison de son caractère chronophage. Les réponses recueillies laissent envisager qu'une marge de progression de la part des acteurs et des éleveurs est possible. Cependant, la diversité des profils d'éleveurs rencontrés entraine une diversité de réponses et d'attentes concernant le suivi sanitaire. La marge de progression envisagée ne sera donc pas facile à mettre en place, tout en contentant un maximum d'éleveurs. Une meilleure communication et cohésion de la part des acteurs est attendue pour parfaire l'organisation en place actuellement.

Book excerpt: La biosécurité est une notion ayant fait son apparition dans les années 1990, décrivant les principes et mesures permettant de limiter l'introduction et la propagation d'agents pathogènes dans un troupeau et protéger ainsi la santé animale et humaine. Après plusieurs épizooties d'importance en France en élevage industriel, la biosécurité y a été progressivement réglementée, en élevages avicoles et porcins majoritairement. En élevage bovin, la réglementation n'est pas aussi stricte et peu de mesures de biosécurité sont actuellement mises en œuvre. Dans le contexte épidémiologique de tuberculose dans certaines zones de France, les mesures de biosécurité en élevage sont pourtant indispensables.Après avoir expliqué la notion de biosécurité, détaillé les mécanismes expliquant les différences d'application de biosécurité selon les filières et les mesures spécifiques dans la lutte contre la tuberculose, cette thèse présente une étude portant sur l'évaluation des connaissances, des pratiques et des perceptions sur la biosécurité de vétérinaires en clientèle rurale et de représentants des GDS de deux départements aux profils contrastés. Cette thèse a notamment permis d'explorer la perception de ces acteurs pour comprendre en partie les freins et leviers à l'application de la biosécurité en élevage bovin, via la réalisation d'entretiens semi-directifs. Les résultats ont montré une bonne connaissance théorique de la biosécurité par les vétérinaires ruraux et les représentants des GDS, particulièrement de la biosécurité externe par rapport à la biosécurité interne. Les mesures de biosécurité en élevage n'étaient pas appliquées de la même manière par tous les vétérinaires et les éleveurs de la clientèle (désinfection de bottes, réutilisation de seringues, port de gants, passage par le pédiluve, etc.). Les principaux freins cités par les vétérinaires et les représentants des GDS étaient l'absence de matériel en élevage, l'habitude, le manque de temps et les limites financières pour les éleveurs. Les vétérinaires ont également identifié l'absence de mesures mises en place par les éleveurs comme frein à leur propre application de mesures en élevage. Le rôle de conseil du vétérinaire était clairement identifié par ces derniers mais non mis en application en élevage, ceux-ci attendant que les éleveurs appliquent des mesures de biosécurité dans leur élevage avant de les appliquer eux-mêmes. Les vétérinaires avaient des attentes envers les GDS et inversement, mais ces attentes respectives ne semblaient pas connues par les deux partis. Plusieurs solutions pour pallier les freins identifiés peuvent être investiguées et proposées, comme la mise en place de protocoles standardisés dans l'application de mesures de biosécurité par les vétérinaires ou une sensibilisation des vétérinaires à leur rôle de conseil en élevage.

The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
