Book excerpt: Evaluation, which is a critical component of the planning process, assesses the effectiveness and efficiency of library programs and services in the context of stated goals and objectives. This book views evaluation as a type of research study in which evaluators collect either research or management data. Chapters discuss steps of the evaluation process and provide practical examples of the application of these steps to specific library problems. The overall objectives of the volume are to introduce readers to the relationship between planning and evaluation; to discuss the components of an evaluation study in clear prose so that readers can easily understand the different steps; to foster an attitude that recognizes the importance of evaluation for the development of library programs and services; to offer examples of each component of the evaluation process; to identify writings on evaluation in libraries and information centers; and to encourage organizational change and underscore the importance of evaluation to library decision making.

Book excerpt: Evaluation is essential to library management: it provides the data that underlies informed and effective decision-making. This book is a one-volume, how-to guide to library evaluation techniques, planning, and reporting. Library professionals—regardless of whether they operate in a school, public, or academic library setting—need to have effective evaluation skills in order to be accountable to stakeholders and to effect informed improvement. Practical Evaluation Techniques for Librarians provides information and guidance that is highly useful and accessible for all librarians looking to intelligently manage the strengths and weaknesses of their library as well as communicate its value to its stakeholders. Rather than focusing on data-gathering methods appropriate for researchers, the book concentrates on data collection at the local level that enables informed managerial decision-making. It describes and compares techniques that can be used with any level or type of resource—staffing, software, and expertise, for example—in any size library. Author Rachel Applegate makes it clear that accountability is everywhere and imperative, and any librarian can learn the simple techniques to benefit from evaluation.

Available in PDF, EPUB and Kindle. Book excerpt: Assessment is essential to describe a library’s value and to inform decision-making. Using the four key assessment components of design, data collection, data analysis, and dissemination, Assessing Academic Library Performance: A Handbook provides strategies and case studies for performing four different types of assessments: Service assessments for the library’s outward and inward facing services that either help library users or other library employees to help users. These assessments focus on providing and improving how things are done to better serve others. Resources assessments for the physical and virtual resources that the library has in its holdings or to which it provides access. Resources are the reason libraries exist as they help patrons in instructional and research pursuits. Space assessments for physical and online library spaces. These assessments help ensure that spaces meet user needs. Personnel relationship assessments look at how library employees interact with each other. as library professionals. While not for evaluation or advancement purposes, these types of assessments provide information on what library employees can do to improve their relationships with one another. Each section has information on conducting each aspect of libraries followed by three examples to illustrate how assessment is used to support descriptions of library value and to help library employees make decisions that are critical to library improvement.

Book excerpt: Library decision makers evaluate community needs and library capabilities in order to select the appropriate services offered by their particular institution. Evaluations of the programs and services may indicate that some are ineffective or inefficient, or that formerly popular services are no longer needed. The internal and external conditions used for decision making change. Monitoring these conditions and evaluations allows the library to make new decisions that maintain its relevance to the community. Administrators must have ready access to appropriate data that will give them the information they need for library decision making. Today's computer-based libraries accumulate electronic data in their integrated library systems (ILS) and other operational databases; however, these systems do not provide tools for examining the data to reveal trends and patterns, nor do they have any means of integrating important information from other programs and files where the data are stored in incompatible formats. These restrictions are oversome by use of a data warehouse and a set of analytical software tools, forming a decision support system. The data warehouse must be tailored to specific needs and users to succeed. Libraries that wish to pursue support can begin by performing a needs analysis to determine the most important use of the proposed warehouse and to identify the data elements needed to support this use. The purpose of this study is to complete the needs analysis phase for a data warehouse for a certain public library that is interested in using its electronic data for data mining and other analytical processes. This study is applied research. Data on users' needs were collected through two rounds of face-to-face interviews. Participants were selected purposively. The phase two interviews were structured, and presented selected data elements from the ILS to interviewees who were asked to evaluate how they would use each element in decision making.

Book excerpt: Academic and public libraries are continuing to transform as the information landscape changes, expanding their missions into new service roles that call for improved organizational performance and accountability. Since Assessing Service Quality premiered in 1998, receiving the prestigious Highsmith Library Literature Award, scores of library managers and administrators have trusted its guidance for applying a customer-centered approach to service quality and performance evaluation. This extensively revised and updated edition explores even further the ways technology influences both the experiences of library customers and the ways libraries themselves can assess those experiences. With a clear focus on real-world application, the authors Challenge conventional thinking about the utility of input, output, and performance metrics by suggesting new ways to think about the evaluation and assessment of library servicesExplain service quality and customer satisfaction, and demonstrate how they are separate but intertwinedIdentify procedures for qualitatively and quantitatively measuring both service quality and satisfactionEncourage libraries to take action by presenting concrete steps they can take to become more customer-centricOffer a range of customer-related metrics that provide insights useful for library planning and decision making, such as surveys and focus groupsThis book shows how to nurture an environment of continuous improvement through effective service quality assessment.

Research is something that all library managers need to know how to do, but the evaluation and assessment results are only valuable if they also understand how to apply them to managerial decision making, planning, and communication with library stakeholders. Increasingly, libraries must address questions of accountability, efficiency, effectiveness, and impact -- the extent to which a program causes positive changes in the target population. All of these issues are important to library managers and those to whom they directly report. With the heightened interest in customer expectations and increased focus on service quality and customer satisfaction, evaluation and assessment research provides the essential methodology for library managers to obtain meaningful answers. This book introduces evaluation and assessment; explains evaluation and assessment research as a formal inquiry process with individual components; and demonstrates the use of the evidence gathered for planning, decision making, and accountability.

Available in PDF, EPUB and Kindle. Book excerpt: The problems of managing libraries have been multiplying. The operations of libraries have become increasingly complex, involving in many cases mechanization, centralization, and computerization of library services. The size and scope of collections have grown rapidly as they attempt to keep up with the geometric expansion of knowledge, and so have the variety of services offered or contemplated and the expectations of users. These kinds of change and growth have made it more important than ever that libraries utilize comprehensive frameworks for planning and decision making concerning their operations and resources, and the major focus of this book is on the development of such analytical frameworks for university and large public library systems. "It is in the spirit of making a contribution to the development of such frameworks," Professor Hamburg writes, "that this book has been written.... Since there is an inseparable need not only for improved library statistical data systems but also for the above-mentioned frameworks for rational planning and decision making, we have devoted considerable effort to the development of analytical models that might assist library administrators in making decisions that would maximize the flow of benefits imparted to the communities the library serves. Some of the results of this model-building effort are reported in these pages.... "Some of the methods discussed in this text fall within the discipline known as management science (or operations research). There is a large communications gap between librarians, who use English to make themselves understood, and management scientists, who routinely use mathematics as a language. We have tried to communicate clearly to those concerned with library management, and, except in parts of Chapter 4, we have managed to keep the presentation on a verbal rather than a mathematical level." The six chapters are entitled Introduction and Summary, Library Objectives and Overall Performance Measures, A Framework for Library Decision Making, Library Models and Empirical Findings, Development of a Management Information System for Libraries, and Higher-Level Decision Making.
