Book excerpt: This study evaluates the effects of I-35W bridge collapse on road-users in the Twin-Cities metropolitan area. We adopted the Twin-Cities (Metropolitan Minneapolis and St. Paul) Seven-County travel demand model developed in previous research, recalibrated it against July 2007 loop detector traffic data, and used this model to carry out an evaluation of economic loss incurred by increased travel delay in alternative scenarios before and after the bridge collapse. We concluded that the failure of the I-35W bridge resulted in an economic loss of $71,000 to $220,000 a day, depending on how exible road-users in the system can adjust their trip destinations in response to the bridge closing. We also estimated that the major traffic restoration projects Mn/DOT has implemented in quick response to the bridge collapse can save road-users $9,500 to $17,500 a day. This translates into a benefit-cost ratio of 2.0-9.0, suggesting these projects are highly beneficiary in an economic sense. In this analysis, the use of a simplified, scaled-down travel demand model enabled us to carry out the analysis quickly and accurately, showing its contributions in transportation planning under situations such as emergency relief and comprehensive design.

An array of examples supports the idea that modern policies are built from past experiences. William Garrison and David Levinson assert that the planning (and control) of nonlinear, unstable processes is today's central transportation problem, and that this is universal and true of all modes. Modes are similar, in that they all have a triad structure of network, vehicles, and operations; but this framework counters conventional wisdom. Most think of each mode as having a unique history and status, and each is regarded as the private playground of experts and agencies holding unique knowledge, operating in isolated silos. However, this book argues that while modes have an appearance of uniqueness, the same patterns repeat: systems policies, structures, and behaviors are a generic design on varying modal cloth. In the end, the illusion of uniqueness proves to be myopic. While it is true that knowledge has accumulated from past experiences, the heavy hand of these experiences places boundaries on current knowledge; especially on the ways professionals define problems and think about processes. A good understanding of behavioral reactions to such incidents is crucial for traffic mitigation, management, and planning. Existing research on such topics is limited. The collapse of the I-35W Mississippi River Bridge (August 1, 2007) abruptly disrupted habitual routes of about 14,000 daily trips and forced even more travelers to adapt their travel pattern to evolving network conditions. The opening of the replacement bridge on November 18, 2008 generated another disturbance (this time predictable) on the network. Such "natural" experiments provide unique opportunities for behavioral studies. This study focuses on the traffic and behavioral reactions to both bridge collapse and bridge reopening and contributes to general knowledge by identifying unique patterns following different events. Three types of data collection efforts have been conducted during the appropriate frame of reference (i.e. before vs. after bridge reconstruction): 1) GPS tracking data and associated user surveys, 2) paper and internet-based survey data gauging travel behavior in the post-bridge reconstruction phase, and 3) aggregate data relating to freeway and arterial traffic flows, traffic control, and transit ridership. Differences in reactions to planned versus unplanned events were revealed. Changes in travel cost were evaluated and their temporal and spatial patterns were analyzed. This report concludes with thorough discussions of findings from this study and policy implications.

The equipment and aggregates, which were being staged for a concrete pour of the southbound lanes that was to begin about 7:00 p.m., were positioned toward the south end of the center section of the deck truss portion of the bridge and were in place by about 2:30 p.m. About 6:05 p.m., a motion-activated surveillance video camera at the Lower St. Anthony Falls Lock and Dam, just west of the I-35W bridge, recorded a portion of the collapse sequence. The video showed the bridge center span separating from the rest of the bridge and falling into the river.

During the evening rush hour on August 1, 2007, it suddenly collapsed, killing 13 people and injuring 145. The bridge was Minnesota's fifth busiest, carrying 140,000 vehicles daily. The NTSB cited a design flaw as the likely cause of the collapse, and asserted that additional weight on the bridge at the time of the collapse contributed to the catastrophic failure. Immediately after the collapse, help came from mutual aid in the seven-county Minneapolis-Saint Paul metropolitan area and emergency response personnel, charities, and volunteers. Within a few days of the collapse, the Minnesota Department of Transportation (Mn/DOT) planned a replacement bridge, the I-35W Saint Anthony Falls Bridge.
