Using data from Lalonde's (1986) influential evaluation of non-experimental methods, we demonstrate that propensity score methods succeed in estimating the treatment impact of the National Supported Work Demonstration. Propensity score methods reduce the task of controlling for differences in pre-intervention variables between the treatment and the non-experimental comparison groups to controlling for differences in the estimated propensity score (the probability of assignment to treatment, conditional on covariates). It is difficult to control for differences in pre-intervention variables when they are numerous and when the treatment and comparison groups are dissimilar, whereas controlling for the estimated propensity score, a single variable on the unit interval, is a straightforward task. We apply several methods, such as stratification on the propensity score and matching on the propensity score, and show that they result in accurate estimates of the treatment impact.

This book was released on 2012-12-06 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book details a unique training evaluation approach developed by David J. Basarab, Sr. currently the Manager of Evaluation at Motorola University. This approach was developed in part based on information from his graduate coursework with Dr. Darrell K. Root, professor of program evaluation and educational administration at the University of Dayton. It enabled Motorola to evaluate their corporate training programs to determine whether money spent on training was an investment or an expense. This evaluation approach is also significant in determining either the effectiveness of or the opportunities to improve corporate training programs. In this text, The Training Evaluation Process, David Basarab and Darrell Root provide commercial industry training with a step-by-step approach to use when evaluating training progrruns, thus allowing training to be viewed as an investment rather than an expense. This text focuses on assessing training programs, so that they may be improved. This approach provides a successful procedure to use when evaluating training programs. Included in the text is a comprehensive explanation of the evaluation model developed by D. L. Kirkpatrick (Kirkpatrick, D. L., November 1959) in which he described four levels of evaluating training progrruns: Level 1 -Reaction: Evaluate to learn participants' perception to the training program. Level 2 -Learning: Evaluate to determine whether participants have learned the course subject matter. Level 3 -Behavior: Evaluate participants' use of newly acquired job skills on the job. Level 4 -Results: Evaluate the organizational impact of training on company's workforce.

Book excerpt: Leaders want to see changes in behavior as a result of what people have learned and may expect these new behaviors to deliver results for the business. With the third edition of this book, readers have an opportunity to update their understanding of this classic evaluation framework and to learn from the case studies about how to effectively apply the framework to a variety of learning programs. Readers are presented with the tools and the know-how to tell their own story of value creation.---Foreword by Merrill C. Anderson, Ph.D, Chief Executive Officer, MetrixGlobal, LLC.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides advanced theoretical and applied tools for the implementation of modern micro-econometric techniques in evidence-based program evaluation for the social sciences. The author presents a comprehensive toolbox for designing rigorous and effective ex-post program evaluation using the statistical software package Stata. For each method, a statistical presentation is developed, followed by a practical estimation of the treatment effects. By using both real and simulated data, readers will become familiar with evaluation techniques, such as regression-adjustment, matching, difference-in-differences, instrumental-variables, regression-discontinuity-design, and synthetic control method, and are given practical guidelines for selecting and applying suitable methods for specific policy contexts. The second revised and extended edition features two new chapters on some recent development of difference-in-differences. Specifically, chapter 5 introduces advanced difference-in-differences methods when many times are available and treatment can be either time-varying or fixed at a specific time. Chapter 6 introduces the synthetic control method, a treatment effect estimation approach suitable when only one unit is treated. Both chapters present applications using the software Stata.

Available in PDF, EPUB and Kindle. Book excerpt: Foundations of Program Evaluationheralds a thorough exploration of the field of program evaluation--looking back on its origins. By summarizing, comparing, and contrasting the work of seven major theorists of program evaluation, this book provides an important perspective on the current state of evaluation theory and provides suggestions for ways of improving its practice. Beginning in Chapter Two, the authors develop a conceptual framework to analyze how successfully each theory meets the specific criteria of its framework. Each subsequent chapter is devoted to the presentation of the theoretical and practical advice of a significant theorist--Michael Scriven, Donald Campbell, Carol Weiss, Joseph Wholey, Robert Stake, Lee Cronbach, and Peter Rossi.

Book excerpt: Addressing one of the most important and contentious issues challenging applied research and evaluation practice today—what constitutes credible and actionable evidence?—this volume offers a balanced and current context in which to analyze the long-debated quantitative-qualitative paradigms. In the Second Edition, the contributors, a veritable "who’s who" in evaluation, discuss the diversity and changing nature of credible and actionable evidence; offer authoritative guidance about using credible and actionable evidence; explain how to use it to provide rigorous and influential evaluations; and include lessons from their own applied research and evaluation to suggest ways to address the key issues and challenges. Reflecting the latest developments in the field and covering both experimental and non-experimental methods, the new edition includes revised and updated chapters, summaries of strengths and weaknesses across varied approaches, and contains diverse definitions of evidence. Also included are two new chapters on assessing credibility and synthesizing evidence for policy makers. This is a valuable resource for students and others interested in how to best study and evaluate programs, policies, organizations, and other initiatives designed to improve aspects of the human condition and societal well-being.

Volume 4 takes stock of some of the newer trends and their implications for research in the field and our understanding of economic development. The handbook is divided into four sections which reflect these developments, of which the first deals with agricultural and rural development. Section two is concerned with developments in the theory and evidence regarding public goods and political economy. The third section is focused on the behavior of households and individuals regarding various aspects of human capital investments, in the face of the various constraints, particularly market incentives and public goods. The final section contains papers that describe the different methods now available, both experimental and non-experimental, to conduct program evaluations, as well as describing papers that implement these methods. The authors of the chapters are all experts in the fields they survey and extend, and this volume promises to be an invaluable addition to the Handbooks in Economics series and a useful reference to graduate students, researchers and professionals in the field of development economics. Presents an accurate, self-contained survey of the current state of the field Summarizes the most recent discussions in journals, and elucidates new developments Although original material is also included, the main aim is the provision of comprehensive and accessible surveys
