Book excerpt: This letter is the abbreviated version of an update of the interim report on testing, evaluation, costs, and benefits of advanced spectroscopic portals (ASPs), issued by the National Academies' Committee on Advanced Spectroscopic Portals in June 2009 (NRC 2009). This letter incorporates findings of the committee since that report was written, and it sharpens and clarifies the messages of the interim report based on subsequent committee investigations of more recent work by the Domestic Nuclear Detection Office (DNDO). The key messages in this letter, which is the final report from the committee, are stated briefly in the synopsis on the next page and described more fully in the sections that follow. The committee provides the context for this letter, and then gives advice on: testing, evaluation, assessing costs and benefits, and deployment of advanced spectroscopic portals. The letter closes with a reiteration of the key points. The letter is abbreviated in that a small amount of information that may not be released publicly for security or law-enforcement reasons has been redacted from the version delivered to you in October 2010, but the findings and recommendations remain intact.

This book was released on 2011-01-28 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: To improve screening of containerized cargo for nuclear and radiological material that might be entering the United States, the Department of Homeland Security (DHS) is seeking to deploy new radiation detectors, called advanced spectroscopic portals (ASPs). The ASPs are intended to replace some or all of the current system of radiation portal monitors (called PVT RPMs) used in conjunction with handheld radioisotope identifiers (RIIDs) to detect and identify radioactive material in cargo. The U.S. Congress required the Secretary of Homeland Security to certify that ASPs will provide a 'significant increase in operational effectiveness' over continued use of the existing screening devices before DHS can proceed with full-scale procurement of ASPs for deployment. Congress also directed DHS to request this National Research Council study to advise the Secretary of Homeland Security about testing, analysis, costs, and benefits of the ASPs prior to the certification decision. This interim report is based on testing done before 2008; on plans for, observations of, and preliminary results from tests done in 2008; and on the agency's draft cost-benefit analysis as of October 2008. The book provides advice on how DHS' Domestic Nuclear Detection Office (DNDO) can complete and make more rigorous its ASP evaluation for the Secretary and the nation.

Book excerpt: The Global Nuclear Detection Architecture (GNDA) is described as a worldwide network of sensors, telecommunications, and personnel, with the supporting information exchanges, programs, and protocols that serve to detect, analyze, and report on nuclear and radiological materials that are out of regulatory control. The Domestic Nuclear Detection Office (DNDO), an office within the Department of Homeland Security (DHS), coordinates the development of the GNDA with its federal partners. Performance Metrics for the Global Nuclear Detection Architecture considers how to develop performance measures and quantitative metrics that can be used to evaluate the overall effectiveness and report on progress toward meeting the goals of the GNDA. According to this report, two critical components are needed to evaluate the effectiveness of the GNDA: a new strategic plan with outcome-based metrics and an analysis framework to enable assessment of outcome-based metrics. The GNDA is a complex system of systems meant to deter and detect attempts to unlawfully transport radiological or nuclear material. The recommendations of Performance Metrics for the Performance Metrics for the Global Nuclear Detection Architecture may be used to improve the GNDA strategic plan and the reporting of progress toward meeting its goals during subsequent review cycles.

Book excerpt: The material that sustains the nuclear reactions that produce energy can also be used to make nuclear weapons-and therefore, the development of nuclear energy is one of multiple pathways to proliferation for a non-nuclear weapon state. There is a tension between the development of future nuclear fuel cycles and managing the risk of proliferation as the number of existing and future nuclear energy systems expands throughout the world. As the Department of Energy (DOE) and other parts of the government make decisions about future nuclear fuel cycles, DOE would like to improve proliferation assessments to better inform those decisions. Improving the Assessment of the Proliferation Risk of Nuclear Fuel Cycles considers how the current methods of quantification of proliferation risk are being used and implemented, how other approaches to risk assessment can contribute to improving the utility of assessments for policy and decision makers. The study also seeks to understand the extent to which technical analysis of proliferation risk could be improved for policy makers through research and development.

Available in PDF, EPUB and Kindle. Book excerpt: Since their debut in the late 1920s, particle accelerators have evolved into a backbone for the development of science and technology in modern society. Of about 30,000 accelerators at work in the world today, a majority is for applications in industry (about 20,000 systems worldwide). There are two major categories of industrial applications: materials processing and treatment, and materials analysis. Materials processing and treatment includes ion implantation (semi-conductor materials, metals, ceramics, etc.) and electron beam irradiation (sterilization of medical devices, food pasteurization, treatment of carcasses and tires, cross-linking of polymers, cutting and welding, curing of composites, etc.). Materials analysis covers ion beam analysis (IBA), non-destructive detection using photons and neutrons, as well as accelerator mass spectrometry (AMS). All the products that are processed, treated and inspected using beams from particle accelerators are estimated to have a collective value of US$500 billion per annum worldwide. Accelerators are also applied for environment protection, such as purifying drinking water, treating waste water, disinfecting sewage sludge and removing pollutants from flue gases. Industrial accelerators continue to evolve, in terms of new applications, qualities and capabilities, and reduction of their costs. Breakthroughs are encountered whenever a new product is made, or an existing product becomes more cost effective. Their impact on our society continues to grow with the potential to address key issues in economics or the society of today. This volume contains fourteen articles, all authored by renowned scientists in their respective fields. Contents:Trends for Electron Beam Accelerator Applications in Industry (Sueo Machi)Ion Implantation for Semiconductor Doping and Materials Modification (Lawrence A Larson, Justin M Williams and Michael I Current)Ion Beam Analysis: A Century of Exploiting the Electronic and Nuclear Structure of the Atom for Materials Characterisation (Chris Jeynes, Roger P Webb and Annika Lohstroh)Neutrons and Photons in Non-Destructive Detection (J F Harmon, D P Wells and A W Hunt)Review of Cyclotrons for the Production of Radioactive Isotopes for Medical and Industrial Applications (Paul Schmor)Development of Accelerator Mass Spectrometry and Its Applications (Jiaer Chen, Zhiyu Guo, Kexin Liu and Liping Zhou)Electron Accelerators for Environment Protection (Andrzej G Chmielewski)Studying Radiation Damage in Structural Materials by Using Ion Accelerators (Peter Hosemann)Direct Current Accelerators for Industrial Applications (Ragnar Hellborg and Harry J Whitlow)Radio-Frequency Electron Accelerators for Industrial Applications (Marshall R Cleland)Accelerators for Neutron Generation and Their Applications (Guenter Mank, Guenter Bauer and Françoise Mulhauser)Prospects for Accelerator Technology (Alan Todd)CERN: From Birth to Success (Herwig Schopper)Simon van der Meer (1925–2011): A Modest Genius of Accelerator Science (Vinod C Chohan) Readership: Physicists and engineers in accelerator science and industry. Keywords:Particle Accelerators;Materials Processing and Treatment;Materials Analysis;Industrial Accelerators;LHC;EnvironmentReviews: "The book is a very helpful way to be introduced in the world of accelerators as powerful tools to carry out quite a big number of applications that play a significant role in common life." Book excerpt: Deterrence--a central feature of counterterrorism security systems and a major factor in the cost-effectiveness of many security programs--is not well understood or measured. This paper offers a framework for understanding how security systems may deter or displace attacks and how to measure the relative deterrent value of alternative systems. This framework may aid in attempts to achieve increased security benefits with limited resources.
