BP Biofuels is highly connected to the core business of BP: oil and gas. The company is investing more than $2 billion in research and development in the last years to create efficiency sugarcanes. The plant is perfect for the use of biofuels and shall reduce the amount of fossil fuels in the transport industry. But the outcome is quite unsure and the focus is only in two main markets: Brazil and US. An expansion into the Asian market can be important to secure new market in which the demand for transportation will increase in the next decades. Overall, the alternative energy is just a small part in the BP Company but it will become more important in the future. Promotion campaigns can help to show the company’s commitment in this area and it maybe helps to reclaim trust.

Book excerpt: As renewable energy support policies continue to evolve, assessing their effectiveness is increasingly important. Today, renewable portfolio standards (“RPS”) -- mandates that jurisdictions produce a percentage of their electricity from renewable energy -- are one of the two leading policy tools used to promote renewable energy development. While RPSs have received significant scholarly attention, few analyses have focused on RPS policy design. This Article fills this gap in the literature. Specifically, the Article makes three primary contributions: First, it builds a new conceptual model that can be used to evaluate RPS performance. Second, it employs that model to identify which RPS policy design traits are most likely to influence whether these laws succeed or fail. Finally, based on this analysis, the Article extracts lessons about current voids in RPS policy, RPS best practices, and, importantly, ways that RPS policy design can be innovated going forward. In this way, the Article is both conceptual and analytical. It draws on scholarship in regulatory performance, renewable energy law and policy, and innovation and technology diffusion, and it utilizes examples of RPS performance from across the globe -- particularly in India, the United Kingdom, and the United States. The Article concludes that RPSs should focus more on reducing investor risk, expanding the types of resources they promote, addressing equity concerns, and removing external barriers to renewable energy development. While RPSs seek to advance a clean energy transition differently from how feed-in tariffs (“FITs”) promote renewables, policymakers may be able to enhance RPS performance by building into RPSs of the future tools used in FITs today.

Context always matters, and it is essential to consider energy, economic, and geography opportunities and constraints before developing renewable energy policies. Fourth, to ensure renewable energy policies contribute towards attainment of high-level national goals, a decision support approach is outlined that considers the energy context, and asks a series of evaluation questions to aid identification of first best policy measures. Book excerpt: The renewable portfolio standard (RPS) is a key state-level policy instrument meant to encourage renewable energy development and address climate change by mandating increased electricity generation from low-carbon renewable sources. In analyzing the effectiveness of RPS policies, I hypothesize that these policies should increase renewable electricity generation and reduce carbon dioxide emissions from electricity generation. Additionally, I hypothesize that more stringent RPS policies should allow for greater increases in renewable energy generation and larger declines in CO2 emissions. To test these hypotheses, I use pooled and fixed effects models to examine how RPS policies play a role in affecting renewable electricity generation and CO2 emissions. My results suggest that these policies increase electricity generation from renewable sources and that the stringency of these policies matters. However, the results are mixed in regard to their effectiveness in reducing CO2 emissions. These findings suggest that RPS policies as they are now may not be the best way to reduce CO2 emissions. Other policies that more directly target emissions may be necessary for states to see the emissions reductions they desire.

Book excerpt: Environmental issues and reliance on fossil fuel sources, including coal, oil, and natural gas, are the two most common energy issues that are currently faced by the United States (U.S.). Incorporation of renewable energy sources, a non-economical option in electricity generation compared to conventional sources that burn fossil fuels, single-handedly promises a viable solution for both of these issues. Several energy policies have concordantly been suggested to reduce the financial burden of adopting renewable energy technologies and make such technologies competitive with conventional sources throughout the U.S. This study presents a modeling and analysis approach for comprehensive evaluation of renewable energy policies with respect to their benefits to various related stakeholders--customers, utilities, governmental and environmental agencies--where the debilitating impacts, advantages, and disadvantages of such policies can be assessed and quantified at the state level. In this work, a novel simulation framework is presented to help policymakers promptly assess and evaluate policies from different perspectives of its stakeholders. The proposed framework is composed of four modules: 1) a database that collates the economic, operational, and environmental data; 2) elucidation of policy, which devises the policy for the simulation model; 3) a preliminary analysis, which makes predictions for consumption, supply, and prices; and 4) a simulation model. After the validity of the proposed framework is demonstrated, a series of planned Florida and Texas renewable energy policies are implemented into the presented framework as case studies. Two solar and one energy efficiency programs are selected as part of the Florida case study. A utility rebate and federal tax credit programs are selected as part of the Texas case study. The results obtained from the simulation and conclusions drawn on the assessment of current energy policies are presented with respect to the conflicting objectives of different stakeholders.
