In two prior volumes, RAND has analyzed the United States' and United Nations' (UN's) performance in this sphere, examining instances in which one or the other led such operations. In this monograph, RAND looks at Europe's performance, taking six instances in which European institutions or national governments have exercised comparable leadership. To complete their survey of modern nation building, they have also included a chapter describing Australia's operation in the Solomon Islands. This is not a comprehensive study of all nation-building operations that have involved European countries. Rather, it is a study of the European role in six cases in which the European Union or a European government led all or a key part of such an operation: Albania, Sierra Leone, Macedonia, Cote d'Ivoire, the Democratic Republic of the Congo, and Bosnia. There are obvious difficulties in distinguishing among U.S.-, UN-, and European-led nation building, since many international peace operations involve the participation of all three. Nevertheless, it should make a difference whether military command is being exercised from Washington, New York, Brussels, Paris, or London. This study was intended to explore those differences. Previous volumes looked at the distinctive U.S. and UN approaches to these sorts of missions. This one seeks to determine whether there is an identifiable European way of nation building, and if so, what the United States can learn from it. In the final chapter, the authors compare the six European- and one Australian-led interventions covered in this volume with the 15 other U.S.- or UN-led operations described in their previous volumes. They use both quantitative and qualitative measures to compare inputs, including military personnel levels, economic assistance, and duration, and such outcomes as levels of security, economic growth, refugee return, and political reform achieved.

It presents integration as a process of boundary transcendence, redefinition, shift, and change that fundamentally alters the nature of the European states. Integration is examined as a new historical phase in the development of Europe, characterized by a powerful trend toward legal, economic, and cultural de-differentiation after the five-century process of differentiation that led to the European system of nation states. Considering the EU as the formation of an enlarged territorial system, this work recovers some of the classic issues of political modernization theory: Is the EU an attempt at state formation? Is it an attempt at centre formation without nation building? Is it a process of centre formation without democratization? This work also seeks to sharpen the conceptual tools currently available to deal with processes of territorial enlargement and unification. It develops a theoretical framework for political structuring beyond the nation state, capable of linking all aspects of EU integration (inter-governmentalism, definition of rights, the 'constitutionalization' of treaties, the tensions between the new territorial hierarchy and the nation states, etc.). The book adopts an 'holistic' approach to integration, in the form of a theory from which hypotheses can be generated (even if it is not possible to test all of its components). This theoretical framework has three principal aims: to overcome a rigid distinction between domestic politics and international relations; to link actors' orientations, interests, and motivations with macro outcomes; and to relate structural profiles with dynamic processes of change.

First, seen from a historical perspective, the book examines the validity of the right of Kosovar-Albanians to self-determination and remedial secession. Second, from a legal positivist perspective, it scrutinizes all of the legalist arguments that support Kosovo’s right to statehood, and claims that both traditional and legality-based criteria for statehood remain insufficient to determine whether Kosovo has achieved statehood. Third, from a post-factum perspective, the book analyzes the scope and extent to which the internationally blended element was decisive in Kosovo’s state-formation and state-building processes.
