Book excerpt: This book builds a bridge between current research in space policy and contemporary European political studies by addressing developments in European space policy and its significance for European integration. It answers questions central to European studies applying them to the burgeoning field of EU space policy and takes an interdisciplinary approach, examining space policy in the light of a range of policy areas including common foreign security policy, technology policy, transport policy and internal market. Using a theoretical framework based around notions of neo-institutionalism to evaluate the evolving nature of space policy in Europe, the book provides clear insights into the development of the sector and the resulting developments made to the European political landscape. This text will be of key interest to scholars and students of Space policy, EU studies/politics, European Studies/Politics, International Relations, Political Science, History Economics and Security Studies.

Available in PDF, EPUB and Kindle. Book excerpt: Future War and the Defence of Europe offers a major new analysis of how peace and security can be maintained in Europe: a continent that has suffered two cataclysmic conflicts since 1914. Taking as its starting point the COVID-19 pandemic and way it will inevitably accelerate some key global dynamics already in play, the book goes on to weave history, strategy, policy, and technology into a compelling analytical narrative. It lays out in forensic detail the scale of the challenge Europeans and their allies face if Europe's peace is to be upheld in a transformative century. The book upends foundational assumptions about how Europe's defence is organised, the role of a fast-changing transatlantic relationship, NATO, the EU, and their constituent nation-states. At the heart of the book is a radical vision of a technology-enabling future European defence, built around a new kind of Atlantic Alliance, an innovative strategic public-private partnership, and the future hyper-electronic European force, E-Force, it must spawn. Europeans should be under no illusion: unless they do far more for their own defence, and very differently, all that they now take for granted could be lost in the maze of hybrid war, cyber war, and hyper war they must face.

Book excerpt: Making European Space explores how future visions of Europe's physical space are being decisively shaped by transnational politics and power struggles, which are being played out in new multi-level arenas of governance across the European Union. At stake are big ideas about mobility and friction, about relations between core and peripheral regions, and about the future Europe's cities and countryside. The book builds a critical narrative of the emergence of a new discourse of Europe as 'monotopia', revealing a very real project to shape European space in line with visions of high speed, frictionless mobility, the transgression of borders, and the creation of city networks. The narrative explores in depth how the particular ideas of mobility and space which underpin this discourse are being constructed in policy making, and reflects on the legitimacy of these policy processes. In particular, it shows how spatial ideas are becoming embedded in the everyday practices of the social and political organisation of space, in ways that make a frictionless Europe seem natural, and part of a common European territorial identity.

Available in PDF, EPUB and Kindle. Book excerpt: The volume provides analyses and evaluations of the continuing importance of Europe’s autonomy in its access to space as a key driver in the development of European space capabilities. From a detailed historical analysis of some of the pitfalls of dependence in the space industry, experts analyse the full range of current European space capabilities and identify areas where autonomy is both possible and required, even in a situation of severe budgetary constraints. The contributions present a comprehensive overview of European efforts in a broad range of areas including energy, culture, science, and security; access to space, space applications, human spaceflight, security and space situational awareness, and strategic issues. They make a cogent strategic and economic case for policy makers to continue to bear in mind the importance of autonomous space capabilities, even in an interdependent globalised world.

Book excerpt: The book sheds new lights on the evolution of Russian space activities with a focus on their strategy of international cooperation. This analysis is carried out in relation to the evolution of the domestic and international dynamics that have been impacting the country’s direction in space, with the ultimate goal of providing an assessment on their impact for current and foreseeable Europe-Russia space relations. Russia has traditionally been one of the two main strategic partners for Europe in its space endeavor. Hitherto, long-standing cooperation has been nurtured between the two actors in various areas, from scientific research to space transportation and human spaceflight. In recent years, however, a number of endogenous and exogenous developments has triggered significant changes in Russia’s space posture. These changes are evident in the adjustment of Russia’s space policies and programmatic goals, in the restructuring of the domestic space industry as well as in the attitude towards international space partnerships.

Book excerpt: The executive summary provides a short overview of the European space economy and its funding landscape and summarises the findings and recommendations of the study. The study reviews access-to-finance conditions met by companies active in the European space sector and proposes potential solutions to improve them. One of the principal objectives of this study is to analyse how public funds in the EU could be deployed to attract private investment and otherwise catalyse the development of the sector, considering also that such public funding should be entitled to achieve adequate returns. The study further explores how soft measures and advisory services could help promote private investment in the sector. Space is an important driver of innovation in Europe. While space used to be synonymous with government spending, today the sector sees the emergence of new private actors who see commercial opportunities in space exploration and exploitation. The study presents a number of recommendations and potential policy actions. One particular recommendation is to establish a Space Finance Forum: by bringing together the expertise of financial, industrial and academic stakeholders, we believe we will be able to explore and pilot new funding mechanisms and thereby catalyse private investment in the sector. The study was carried out by InnovFin Advisory in collaboration with the European Investment Advisory Hub, with the support of SpaceTec Partners.

Available in PDF, EPUB and Kindle. Book excerpt: In the modern world, technical issues define space policy. Missing from discussions of space policy, however, is a consideration of the political consequences of new space endeavors, particularly in the context of the European Union. This book, therefore, approaches space policy instead from the discipline of European studies and analyzes the European integration process through the lenses of political science, history, economics, and international relations. The strengths of each discipline are used to apply theoretical approaches to current issues in European space policy. Theorizing European Space Policy is the latest contribution to the growing debate on space policy and its role in the European integration process.

This book was released on 2018-08-01 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book provides a structural analysis of the European space effort from an institute change perspective. It analyzes the EU-ESA inter-institutional relationship, gives an overview of the development of space policy in Europe, and advances the debate about the impact of the European integration process on existing institutional actors. While European Space collaboration was initially developed outside the competences of the European Union (EU) with space programmes being carried out almost exclusively under the framework of European Space Agency (ESA) and national agencies, the EU has gained “shared competences” (Art. 2, TFEU) in space policy following the adoption of the Lisbon Treaty. Currently the EU and ESA work together under a Framework Agreement. In 2016, the EU Commission has published a Communication entitled “European Space Policy” (ESP). Even though ESA’s Member States have agreed to keep ESA as an intergovernmental organisation during the ESA Ministerial Council of 2014, the discussion about ESA becoming part of the EU framework continues. The EU’s ambitions for leadership in European space policy raise question concerning the future of ESA. The study of institutions lies at the heart of political sciences. Strikingly the theoretic framework qualifying institutional change and making it comparable leaves room for more concrete and testable dimensions of institutional change.

Book excerpt: U.S.-European Collaboration in Space Science reviews the past 30 years of space-based research across the Atlantic. The book, which was prepared jointly with the European Space Science Committee (under the aegis of the European Science Foundation) begins with a broad survey of the historical and political context of U.S.-European cooperation and collaboration in space. The focus of the book is a set of 13 U.S.-European missions in astrophysics, space physics, planetary sciences, earth sciences, and life and microgravity research that illustrate "lessons learned" on the evolution of the cooperation, mission planning and scheduling, international agreements, cost-sharing, management, and scientific output. These lessons form the basis of the joint committee's findings and recommendations, which serve to improve the future conduct and enhance the scientific output of U.S.-European cooperation and collaboration in space science.

Book excerpt: The book provides an analysis of the dynamics of the global launch service market associated with small satellites, by placing a particular focus on its unfolding trends and future outlook. From an economic perspective, the emergence of numerous micro launcher initiatives on top of already existing launch solutions for small satellites raises questions about the specific nature and size of the small satellite market that will - or could - be addressed by these emerging launch services offerings. Identifying the specific features of such market by characterizing customers' expectations and providing a competitive analysis of the different launch solutions for small satellites is the second objective of this report. Finally, and from a policy perspective, the book reflects on whether such market could and should be handled on a purely private basis in the European context, or on the contrary generates relevant stakes that compels European institutional actors to become more actively involved in this domain.

Book excerpt: Even as the 2013-2017 “migration crisis” is increasingly in the past, EU countries still struggle to come up with alternative solutions to foster safe, orderly, and regular migration pathways, Europeans continue to look in the rear-view mirror. This Report is an attempt to reverse the perspective, by taking a glimpse into the future of migration to Europe. What are the structural trends underlying migration flows to Europe, and how are they going to change over the next two decades? How does migration interact with specific policy fields, such as development, border management, and integration? And what are the policies and best practicies to manage migration in a more coherent and evidence-based way?
