Book excerpt: The declining contribution of EU manufacturing to total GDP and the simultaneous fall of its share in global manufacturing have led to concerns about an overall loss of EU competitiveness, in particular vis-à-vis China. We analyse the empirical evidence underpinning these concerns by applying a newly developed decomposition technique to global input-output data spanning the years 2000 to 2014. In this, we consider both the sectoral and final demand (or value chain) definition of manufacturing. We find, first, that manufacturing's lower share in EU total value added has generally been exaggerated due to the use of nominal measures, noting that higher-tech manufacturing actually grew in real terms. Second, the decomposition analysis reveals that lower economic growth in the EU relative to the world had the strongest negative impact on the contribution of its manufacturing sector, while shifts in demand patterns exerted a negative (positive) impact for activities with lower (higher) technological content. And third, the observed loss of market shares confirms a downturn of EU manufacturing competitiveness, especially in textiles and electronics, with pharmaceuticals as the only industry showing resilience under external competition.

New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Book excerpt: The European Commission's Joint Research Centre (JRC) and the Basque Centre for Climate Change (BC3) have jointly developed Trade-SCAN v2 (Trade Supply Chain Analysis), a user-friendly tool for global value chains analysis, in support of the European Commission's Directorate General for Trade's (DG TRADE) policymaking. As in many policy and academic areas, international trade is at the core of Trade-SCAN v2. Exports (encompassing both intermediate and final product exports) and final demand constitute the object of analysis of this tool. Both exports and the demand for final products generate a series of effects across all industries and countries participating upstream and downstream of the supply chains. Recent research into global value chains, together with the availability of global multiregional input-output databases, has made it possible to trace the origin of the value added incorporated in traded goods depending on their use and destination. Trade-SCAN v2 implements a novel mathematical framework for the decomposition of bilateral gross exports developed by Arto et al. (2019). The approach is based on the foundations of input-output economics and matrix algebra. This framework allows the decomposition of a country's bilateral gross exports, measured at the border, into a single expression. Trade-SCAN v2 provides a full decomposition of bilateral gross trade (from a country perspective) into foreign, domestic and double-counting components, facilitating the calculation of bilateral gross exports in value added terms as well as the employment and CO2 emissions embodied in the bilateral gross exports of countries. Furthermore, it includes the calculation of the foreign/domestic factor contents of the final demand of countries and regions: value added components, employment and CO2 emissions, by sector, skill, gender, age group, etc. For value added, for instance, Trade-SCAN v2 allows the identification of the country and industry where the value added is generated, the exporting country and industry, the importing country and industry, the country and industry producing the final goods and the country whose final demand is ultimately driving the exports. Trade-SCAN v2 allows the possibility to choose between three different global multiregional input-output tables: the OECD 2018 Inter-Country Input-Output Tables (oe.cd/icio), the European Commission-funded World Input-Output Database (www.wiod.org), and EXIOBASE3.4 (www.exiobase.eu). The Eurostat-FIGARO (https://ec.europa.eu/eurostat/web/experimental-statistics/figaro) database will be added in 2021. The design of this tool facilitates global value chain analysis. Therefore, the intended audience of Trade-SCAN v2 tool is mainly policy-makers, but it can also be useful for academic, educational or informational purposes. This document shows how to use the three modules of Trade-SCAN, the ad-hoc queries, the pocketbook and the dashboard. It also demonstrates the potential of the ad-hoc queries module with a series of examples extracted from five reports published by the JRC and DG TRADE (Arto et al., 2018a, 2018b, 2020a, 2020b, 2020c).

It is also observed that complementarities between supply chain activities and domestic production have led to greater synchronization of the business cycle among GCESC countries.

Book excerpt: Market transparency in the agri-food supply chain has been subject to intensive analysis in scientific literature and has recently been under renewed policy attention in the EU. The Agricultural Markets Task Force (AMTF), established in January 2016, recommended that ‘[the] Commission should take further steps to increase market transparency so as to foster effective conditions of competition along the supply chain’. Following the AMTF recommendations, in May 2019 the Commission published a proposal for regulation to increase price transparency in the food supply chain. This report contributes to the discussion on market transparency by presenting findings on estimates by operators (i.e. companies or businesses in primary production, distribution, processing, wholesale or retail stages) in EU agri-food supply chains, of the costs of providing information to a third party (public authority, private company and/or other agency type) in order to comply with a reporting obligation to help improve market transparency. These are mainly personnel and IT costs for data gathering and processing, internal or external auditing (if required), and dissemination of information. However, these costs exclude the cost of preparing and presenting information that is also used for management purposes. The secondary objective of this report is to analyse potential benefits and risks from increased market transparency, as perceived by operators in the agri-food supply chain. The analyses are based on an online survey and structured interviews conducted among operators in the agri-food supply chain between 23 October 2018 and 5 February 2019.
