Offering an original insight into the dynamics of identity change at moments of upheaval, the author argues that political and media actors in the early stages of the crisis drew on long-standing identities in order to make sense of the crisis in the public sphere. European identity discourses are thus resilient to change but become central to legitimising and contesting bailouts and further economic integration. As such, the author challenges the commonly held view that identities change dramatically at times of crisis but argues that this very resilience helps to understand the EU’s current divisions. The study of identity during the Euro crisis sheds important light on the prospects for European solidarity as well as on the future of the single currency as an identity-building project. Unlike previous books that have addressed the question of European identity from top-down stances or through methodological nationalism, this book engages with the multifaceted concept of transnationalism as a key to the negotiation of 'glocal' identities. Applying a discourse historical approach (DHA) through a transnational reading, it shows how grassroots actors/speakers construct their different cultural and political affiliations as both world and European citizens. They negotiate institutional identities and historical discourses of nationhood through new forms of mobility, cultural diversity and the imagination of Europe as a proxy for a cosmopolitan civil society. These discourses are ever more important in a fractured and polarised Europe falling prey to contrary discourses of nationhood and ethnic solidarity. Highlighting how transnational narratives of solidarity and the de-territorialisation of civic participation can impact on the (re)imagination of the European community beyond tropes like 'Fortress Europe' or intragovernmental politics, this important book shows how identification processes must be read through historical and global as well as localised contexts.

Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary "European identity" to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do "Europe" and "the EU" mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European democracy? This focus on identity allows Risse to address the "democratic deficit" of the EU, the disparity between the level of decision making over increasingly relevant issues for peoples' lives (at the EU) and the level where politics plays itself out—in the member states. He argues that the EU's democratic deficit can only be tackled through politicization and that "debating Europe" might prove the only way to defend modern and cosmopolitan Europe against the increasingly forceful voices of Euroskepticism.

Book excerpt: Classical Heritage and European Identities examines how the heritages of classical antiquity have been used to construct European identities, and especially the concept of citizenship, in Denmark from the eighteenth century to the present day. It implements a critical historiographical perspective in line with recent work on the "reception" of classical antiquity that has stressed the dialectic relationship between past, present and future. Arguing that the continuous employment and appropriation of lassical heritages in the Danish context constitutes an interesting case of an imagined geography that is simultaneously based on both national and European identities, the book shows how Denmark’s imagined geography is naturalized through very distinctive uses of classical heritages within the educational and heritage sectors. It does so by exploring three significant and interrelated arenas where the heritages of classical antiquity are used to shape Danes as European citizens. Together, these three cases emphasize different but interconnected ways in which classical heritages are being put to use in order to construct Denmark’s own distinctive national identity within Europe. Finally, the book also sheds light on some of the challenges that face unified and homogenous conceptions of European heritage and identity, as well as the notion of the "classical" itself. Classical Heritage and European Identities is the first English-language monograph to situate the Danish case within the wider European context. As such, the book should be essential reading for researchers and students engaged in the study of heritage and museums, classics, education and modern European history.

In Uses of the Other, Iver B. Neumann demonstrates how thinking about identity in terms of the self and other may prove highly useful in the study of world politics. Neumann begins by tracing the four different paths along which this thinking has developed during this century -- ethnographic, psychological, Continental philosophical, and "Eastern excursion" -- and he shows how these blended at the margins of the discipline of international relations at the end of the 1980s. There follow several incisive readings of European identity formations on the all-European, regional, and national levels. The theme that draws these readings together is how "the East" is used as a sign of otherness at all three levels. Whereas previous studies framed this process as part of colonial and postcolonial developments, this book suggests that "Easternness" is also present as a marker in contemporary discourses about Russia, Turkey, Central Europe, and Bashkortostan, among others.

Book excerpt: This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014–2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers’ agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU–Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis and Russia’s military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia. This book will be of interest to students and scholars working in European and EU politics, Russian and Soviet politics, and International Relations.
