Book excerpt: The short-term outlook for the EU economy remains fragile, but a gradual return to GDP growth is projected for 2013, with further strengthening in 2014. On an annual basis, GDP is set to contract by 0.3% in the EU and 0.4% in the Euro area in 2012. GDP growth for 2013 is projected at 0.4% in the EU and 0.1% in the Euro area. Unemployment in the EU is expected to remain very high. The large internal and external imbalances that built up in the pre-crisis years are being reduced, but this process continues to weigh on domestic demand in some countries, and economic activity diverges significantly across Member States. At the same time, competitiveness lost in the first decade of EMU in some Member States is being gradually restored, so that export growth is projected to increase progressively as global trade starts reaccelerating. Further progress in consolidating public finances is underpinning this rebalancing process.

Public consumption is keeping pace with GDP growth investment should pick up but in 2018 only. Euro-area Member States at different stages of recovery. Net trade should be impacted by the UK ‘leave’ vote. Inflation is picking up and the current recovery is relatively job-rich. Public deficit and debt ratios are set to decline further albeit at a slower pace while fiscal policy should not become restrictive again and monetary conditions should remain ample. Risks have intensified and are tilted to the downside.

Book excerpt: After just a year of moderate growth, the momentum of the EU economy began to slow in spring 2014. In the second half of this year, GDP growth in the EU is set to be very modest, while in the euro area it will almost stagnate. Among the largest euro area Member States, we see growth increasing in Spain where unemployment remains very high, growth coming to a stop in Germany after a very strong first quarter, protracted stagnation in France, and contraction in Italy. Financial markets have adjusted sharply in recent weeks as the prospect of more modest growth, not just in Europe but globally, has ended a period of yield hunting and risk compression. The slowdown in Europe has occurred as the legacy of the global financial and economic crisis lingers on in the form of deleveraging pressures and incomplete internal and external adjustment.^A weakness of potential growth that was already visible in low productivity gains in the pre-crisis years has been exacerbated by the contraction in capital formation and the increase of structural unemployment since 2008. In the first half of 2014, a slowdown of GDP growth among the EU's major trading partners and the rapidly deteriorating geopolitical situation, have affected the EU through slower-than-expected export growth and negative confidence effects. With the observed slowdown of activity, slack in the EU economy remains large and is weighing on inflation, which is also being dragged down by tumbling energy and food prices. Over the course of next year, however, growth should gradually rise before picking up further still in 2016.^The main causes of the current weakness are set to fade very gradually, as private debt is brought down, the repair of the banking sector progresses further with the help of the ECB's comprehensive assessment, the transmission of ample monetary policy to the real economy improves, already-implemented structural reforms feed through, and geopolitical tensions diminish. But despite this moderate growth, unemployment will still be high at the end of the forecast horizon and the euro area is still projected to have spare capacity in 2016.

As tailwinds gradually fade, other factors should drive growth while differences in cyclical positions and the legacy of the crisis partly explain why growth is lower in the euro area than the EU. Global GDP growth set to fall to its slowest pace since 2009 as the recovery in advanced economies cannot offset weakness in EMEs while world trade is expected to gradually recover. Financial conditions remain favourable on the back of an accommodative policy stance. The recovery is widespread across Member States and driven by the strengthening of domestic demand on the back of the tentative recovery in investment while net exports should contribute little to growth. The current account surplus is expected to recede and lower oil prices result in very low inflation. The fiscal stance remains broadly neutral in the euro area while progress in reducing unemployment is limited and the outlook is subject to downside risks, particularly external ones.

As the disruptions caused by the war in Ukraine and the energy crisis clouded the outlook for the EU economy, and monetary authorities around the world embarked on a forceful tightening of monetary conditions, a winter recession in the EU appeared inevitable last year. The Autumn 2022 Forecast had projected the EU economy to contract in the last quarter of 2022 and the first quarter of 2023. Instead, latest data point to a smaller-than-projected contraction in the final quarter of last year and positive growth in the first quarter of this year. The better starting position lifts the growth outlook for the EU economy for 2023 and marginally for 2024. Compared to the Winter 2023 interim Forecast, EU GDP growth is revised up to 1.0% in 2023 (from 0.8%) and 1.7% in 2024 (from 1.6%), virtually closing the gap with potential output by the end of the forecast horizon (see Special Issue I.4.1). Upward revisions for the euro area are of a similar magnitude, with GDP growth now expected at 1.1% and 1.6% in 2023 and 2024 respectively. Inflation also surprised again to the upside, and it is now expected at 5.8% in 2023 and 2.8% in 2024 in the euro area, respectively 0.2% and 0.3% higher than in winter.

As vaccination campaigns progressed and restrictions started to be gradually lifted, economic growth resumed in spring. At almost 14% in annual terms, the rate of GDP growth recorded in the EU in the second quarter of 2021 is the highest reading in the history of the time series – exactly as high as the unprecedented GDP downfall in the same period last year, during the first wave of the pandemic. On a quarter-on-quarter basis, economic growth in the second quarter was also very strong, and exceeded expectations. As the EU economy continues to benefit from the reopening momentum in the second half of the year, output was in the third quarter just a notch below its pre-pandemic level. For all Member States, pre-pandemic output levels are within reach, though the recovery is set to remain uneven across countries and sectors.
