Book excerpt: This book focuses on how discourse and various narratives contribute to the construction of the European Union as a political actor, thus seeking to challenge the more established approaches to the study of the Union. It sheds light on the way discourses about the European Union are created, perpetuated and then translated into policy outcomes. Most of the contributions attempt to account for the differences that usually arise between discourse and policy practices. The methods employed range from more traditional variants of discourse analysis to other more radical versions that emphasize power, or to critical or differential reading of policy narratives and ethnography. Policy areas such as trade, enlargement, foreign policy and the European Neighbourhood Policy (ENP) are discussed, while a particular interest is awarded to the European Parliament and the Commission. In doing so, the contributions shed light on the role discourse plays in relation to policies, institutional practices, and value representations at the European level. Moreover, the authors analyse the different actors and structures that create and perpetuate discourses within the EU, highlighting new insights that a focus on discourse can bring to the field of European Union studies. This book approaches the ongoing legal and political re-construction of the EU through a focus on the Convention on the Future of Europe (2002-2003) which produced a draft of the EU's first constitution. The Convention is studied from a multidisciplinary perspective integrating approaches from ethnography of institutions, political sociology and linguistically-based discourse-analysis. Drawing on extensive fieldwork and multiple textual data, the book offers an inside perspective on the multitude of ways in which politics in supranational environments works in practice. It discusses and compares how different EU institutions and agencies have been deploying different logics of security, e.g. humanitarianism or management of risk, while framing increased migratory flows and so called migration crisis as a security problem. The book argues that the (re)development of EU migration and border control policies in response to increased migratory flows of 2015 have revealed an increasingly tangled nature of securitization of migration in the EU. This is reflected in the intertwining of security logics where migrants and human mobility tend to be securitized through different, sometimes multiple, interpretative lenses at different stages of policy framing. From a theoretical point of view, the book develops a fresh analytical perspective that further contributes to burgeoning discussion on securitization theory. By bridging the literature on policy framing and securitization it makes a significant contribution to the debates on both securitization and migration.
