This collection aims to rectify this by placing the role of the EU in the non-proliferation of nuclear weapons within an analytical framework inspired by emerging literature on the performance of international organisations.

Book excerpt: During the Cold War, Europe - at both sides of the Iron Curtain - was the area with the highest concentration of nuclear weapons in the world. These weapons were integrated into the security policies and military strategies of either side and would have probably used early in a military confrontation. The revolution of 1989/1991 has changed the parameters of European security completely. The huge conventional forces of the Warsaw Treaty Organization have disappeared, the Soviet Union dissolved, as did the WTO. The rationale for keeping thousands of tactical nuclear weapons in Western Europe did thus no longer exist, and NATO reduced the number of these deployed weapons drastically. Yet, nuclear weapons play still a role in Western as well as in Russian military strategy, and they have a major impact on the way NATO enlargement is viewed in Moscow in the ways Russia reacts to this process, even though NATO has declared not to station muclear arms in any of the new member states. This is the framework within which the authors of this book inquire the thinking in European countries about nuclear weapons, security, arms control and disarmament. Their findings point to a considerable inertia of thinking. While in the United States, a major debate is under way to question the utility of nuclear weapons altogether and to explore possible pathes towards complete nuclear disarmament, such a debate is not discernible in Europe. Political elites are rather cautious; while they support the disarmament process in principle, and have clear ideas what the next steps might be, they are the more cautious the more far-reaching measures are proposed, and display considerable skepticism towards the ultimate goal of a world free of nuclear arms.

Book excerpt: In the early 1980s there had been an upsurge of public concern over the nuclear threat to Europe. Already saturated with nuclear weapons, Europe faced controversial new deployments and there was alarm over military strategies for nuclear war in the region. It is in this context that the idea of nuclear weapon-free zones had captured the popular imagination and became a political issue in Europe. Not only would such zones build confidence and raise the nuclear threshold, but they would be first steps towards a more comprehensive elimination of nuclear weapons. Originally published in 1983 Nuclear Disengagement in Europe probes the question of nuclear weapon-free zones in the region. Pugwash and SIPRI arranged a meeting at which an international team of lawyers, scientists, politicians and military experts gave background information and provided an appraisal of problems regarding the zone initiatives as well as benefits that would accrue. Possible elements in a European zone arrangement were elaborated on and procedures towards the establishment of such a zone were suggested.

The first decade of 21st century has seen a resurgence of support for global nuclear disarmament. A cascade of nuclear disarmament proposals has emerged from different sources. There has been little interaction between India and Europe on nuclear issues. The seminar on Nuclear Non-Proliferation and Disarmament held in June 2010 in New Delhi was one such attempt to build awareness on Indian and European perspectives on nuclear disarmament. This book is based on the seminar held in New Delhi. The position of Germany and Poland were of special interest to the discourse and this volume offers an excellent insight into it.

Book excerpt: This series of ad hoc publications deals with topical issues in the field of arms limitation, disarmament and international security and are intended primarily for those concerned with these matters in Government, civil society and in the academic community. This issue focuses on tactical nuclear weapon (TNW) reduction, both in the US and Europe. Despite the many debates, little has been done in recent years to reduce or eliminate the forward-deployed NATO nuclear weapons. This paper presents an overview of relevant discussion points ranging from a brief historic outline, theoretical and practical arguments for TNW disarmament, the logic of nuclear disarmament, and the provision of a clear description of the different positions of relevant NATO member States on the TNW issue.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1970s tactical nuclear warfare was a topical issue. The introduction of the new generation of tactical nuclear weapons into Europe could have had disastrous consequences. These new weapons had already been developed by nuclear-weapon laboratories and pressures were growing for their deployment. On first sight, smaller and more accurate nuclear weapons may seem more humane and militarily preferable to the relatively high-yield tactical nuclear weapons currently deployed. But some of these new types of weapons would blur the distinction between nuclear and conventional weapons and their use would make escalation to strategic nuclear war extremely likely. Indeed, the argument for these new weapons is that their use in wartime is more credible (and therefore ‘acceptable’) than current types of tactical nuclear weapons. This perception could easily lead to the exceedingly dangerous idea that some types of tactical nuclear war were ‘winnable’. The fact has to be faced that any use of nuclear weapons is almost certain to escalate until all available weapons are used. To believe otherwise is to believe that one side will surrender before it has used all the weapons in its arsenal. History shows that this is most unlikely to happen. Because of its importance, SIPRI organized a meeting to discuss the whole question. Originally published in 1978, this book is the outcome of that meeting.

Book excerpt: This PDF can be downloaded for free from http://martenscentre.eu/publications/rethinking-bomb-europe-and-nuclear-weapons-twenty-first-century The question of what Europe's nuclear strategy should be is rarely discussed. While Europe continues to play a crucial role on issues relating to non-proliferation, particularly in negotiations with Iran over its nuclear programme, nuclear strategy is generally considered to be within remit of Russia, the United States and NATO. The paper identifies possible scenarios where the deployment of nuclear weapons may be justified. It also examines the use of tactical nuclear weapons, traditional means of arms control and the implications of a nuclear Iran. The author establishes a compelling case for the immediate development of a coherent European nuclear strategy. This strategy should take into account the role of nuclear weapons in maintaining peace and security in modern Europe. While conceding that during periods of financial and political crisis dialogue may not be considered a priority, the author maintains that it is essential in order to limit the risk of proliferation or the use of nuclear weapons.

Available in PDF, EPUB and Kindle. Book excerpt: Since the fall of the Berlin wall, the two sides of the Atlantic have struggled to identify a new common project and create the tools and institutions needed to address common challenges. To their credit, they have transformed their militaries, integrated new members into Western institutions such as the European Union and NATO, deepened economic ties, developed new partnerships, and acquired new capabilities. But they have also had a number of ugly and public disputes over the nature and severity of the threats they face as well as the means necessary to combat such threats. Now, several years after the dark days of 2002 and 2003, the transatlantic partners are working toward renewal. Although Iraq remains a stain on their relationship, Europe and the United States have come to realize that, however vast their differences might be, they remain indispensible partners to each other. The question before the two partners today, particularly in light of the change in administration in Washington, is how to capitalize on their comparative strengths to address a long list of common challenges--one of the most pressing of which is nuclear proliferation. In an effort to shed light on the issues, CSIS commissioned a series of essays on European perspectives on nonproliferation. This new report offers a starting point for a new, shared understanding of the threat. It begins not with a look at the official positions of states with regard to nonproliferation initiatives, but instead aims to help experts and interested observers understand some of the underlying historical, political, and cultural bases on which national views in Europe on nuclear threats are founded. These papers help reveal a range of views on nuclear weapons and proliferation and shed light on some of the attitudes that underpin national policies on key issues.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a comprehensive examination of the important security issue of tactical nuclear weapons in Europe. Nuclear nonproliferation and disarmament have returned to the top of the international political agenda. The issue assumes particular importance in regard to NATO, given that some 150–200 US tactical nuclear weapons (TNWs) are still present in five countries belonging to the Alliance (Belgium, Germany, Italy, the Netherlands and Turkey). The past few years have seen animated debate in the United States and Europe on the role of such weapons in the current scenario of international security, and whether they can be further reduced or completely removed from Europe. Bringing together leading scholars and analysts of TNW with country-specific competences, this volume improves our understanding of this debate by providing in-depth analysis of the presence, role, perceived value and destiny of TNWs in Europe. The book addresses the issue in a systematic manner, taking into account the perspectives of all main actors directly or indirectly involved in the debate. This approach provides new and important insights that can inform both theoretical and policy work on a very critical and timely international issue, especially during the ongoing review of NATO's deterrence and defence posture. This book will be of much interest to students of European politics, European security, nuclear proliferation, and IR in general.
