This book was released on 2019-06-10 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication is the outcome of work of the UNECE Group of Experts on Euro-Asian Transport Links (EATL) in phase III of the project (2013-2017). The report was drafted by a consultant from the Scientific and Research Institute of Motor Transport (NIIAT) in Moscow and is focused both at coordination and facilitation of financing of infrastructural projects, as well as facilitating and removing physical and administrative bottlenecks at border crossings in overland transport between Europe and Asia. The report is a particularly useful tool for transport policy-makers from Landlocked Developing Countries (LLDCs) and transit countries in the Euro-Asian region and beyond, in that it, inter alia: i) Identifies and describes main commodity groups for the transport of which inland modes of transport can compete with maritime and aviation modes (incl. non-containerized, containerized and high-value containerized cargo); ii) Provides analysis showing the economic advantage (in terms of time and costs) of inland routes compared to air or maritime routes; and iii) Identifies the current strengths and weaknesses and lists several recommendations to make inland routes more competitive vis-à-vis the other modes. The EATL project’s principal value to the market is that it paved the way for the operation of container “block trains”. The development of the block trains, the so called “highways of railways” made the Euro-Asian corridors operational, serving as a regular mechanism controlled by the market that evaluates the service levels and requests for greater facilitation, cooperation and investment.

Available in PDF, EPUB and Kindle. Book excerpt: Improving the competitiveness of Kazakhstan as a transport logistics centre at the crossroads of Europe and Asia could enable the country to unlock significant untapped benefits of growing cargo flows between the two continents. This study identifies the transport infrastructure and services available in Kazakhstan, reviews the country's extensive recent and future transport investments, and sets out recommendations to ensure its transport network is ready to harness the growth in inland transport from rising East-West trade, particularly in the context of the Belt and Road Initiative, within which Kazakhstan could occupy a strategic geographical position. To further capitalize on Kazakhstan's pivotal role in Euro-Asian transport logistics, this study also presents the benefits of adhering to and implementing the full spectrum of UN Transport Conventions and Legal Instruments administered by UNECE, and through its continued participation in UNECE initiatives such as the Euro-Asian Transport Links project. The study also highlights strengthening the harmonization of legislation as one of the most important conditions for the development of the transport infrastructure of Kazakhstan and the broader region, of which Kazakhstan is a member.

Available in PDF, EPUB and Kindle. Book excerpt: Today, with combat operations in Afghanistan winding down, U.S. policy toward the states of Central Asia is transitioning to a new era. The United States now has an opportunity to refashion its approach to the region. In doing so, it should capitalize on trends already underway, in particular the expansion of trade and transit linkages, to help integrate Central Asia more firmly into the global economy, while also working to overcome tensions both within the region itself and among the major neighboring powers with interests in Central Asia. Central Asia in a Reconnecting Eurasia: Turkmenistan's Evolving Foreign Economic and Security Interests, part of a five-volume series, examines the full scope of U.S. national interests in Turkmenistan and puts forward the broad outlines of a strategy for U.S. engagement over the coming years.

Ross frames this discussion with a look at the role of transport in the overall European political economy—past, present, and future.

Book excerpt: This book focuses on the geo-economic and geopolitical impact of value chains transformation on the transport-logistic reintegration of continental Eurasian countries, with a specific focus on the members of the Eurasian Economic Union. The author assesses the potential impact of current trends (global value chains fragmentation and decoupling) on Eurasian transport integration. The book combines in-depth analysis of the evolution of value chains and transport-logistics corridors across Eurasia with a geopolitical assessment of its implications for the EAEU’s members’ foreign and economic policy orientation. The author explores three key arguments: (1) the key to a successful and sustainable integration of the transport space of continental Eurasia is less the ongoing expansion of transcontinental transit, and more the participation in intraregional and transregional cross-border value chains, even though this process is increasingly tied to the question of the geopolitical and geo-economic orientation of continental Eurasia; (2) even in a more regionalised world economy, the economic complementarities between continental Eurasia and the two manufacturing blocks at the edges of the supercontinent, Europe and Asia, represent the greatest chance for continental Eurasia for larger participation in high value-added value chains; and (3) without diversifying trade and financial ties across Asia and normalising relations with the EU, the combined effect of shifting value chains location across the continent and China’s ambiguous and flexible transport politics might turn an unprecedented chance into risk, augmenting competition among and within countries which are members of the EAEU over traffic volume, FDI, value chain participation, and ultimately geopolitical and geo-economic dividends. This book will be of interest to scholars and students of IR Theory, IPE, Geopolitics and Regional Studies, as well as the related subfields of transport geography, economic geography, and logistics.

Available in PDF, EPUB and Kindle. Book excerpt: After twenty-five years of independence, there is little doubt that the five Central Asian states will persist as sovereign, independent states. They increasingly differ from each other, and are making their way in global politics. No longer connected only to Russia, they are now connected in important ways to Afghanistan, South Asia, China, Iran, and each other. This volume covers a wide range of issues and presents the work of emerging scholars authors well-known for their expertise in the region. The first part addresses social issues. Covering a wide range from HIV/AIDs to social media, the rebirth of Islam, outmigration, and problematic borders, this section follows two main currents: political development in the region and states’ responses to transboundary challenges. The second part, addressing economics and security, provides analyses of new infrastructure, informal economies (from bazaars to criminal networks), energy development, the role of enclaves in the Ferghana Valley, and the development of the states’ military structures. This section illuminates the interactions between economic developments and security, and the forces that could undermine both. The final part, comprised of five case studies, offers a “deeper dive” into a specific factor that matters in the development of each Central Asian state. These cases include Kazakhstan’s foreign policy identity, Kyrgyzstan’s domestic politics, Tajikistan’s pursuit of hydropower, foreign direct investment in Turkmenistan, and the perception of everyday corruption in Uzbekistan.
