Previous evaluations on the funding's effectiveness reveal contradicting results. A new and robust RWI study does not find any positive effects of the program on economic growth. In fact, impacts indicate that highly funded regions might have to overcome structural problems first before growth programs can take effect. Also, a high intensity of funding in the immediate regional neighborhood has a strongly negative influence on a region's growth prospects.

In this context, crowdfunding has emerged as a new source of finance. Innovators, social entrepreneurs, non-profit organisations, SMEs or any citizen can use crowdfunding to attract resources from investors to finance their business ideas through digital platforms, thus contributing to the democratisation of access to finance. The development of crowdfunding presents an opportunity for ESIF Managing Authorities (MAs) to leverage on these platforms to channel resources towards segments of the market that are currently not covered by traditional financing players, but that are pivotal for the economic and social development of the European Union. This report explores synergies between the Cohesion Policy and crowdfunding by assessing the strategic, operational and legal considerations of combining ESIF with crowdfunding, and presenting several case-studies and blueprints that could be used by MAs as a first step when investing in crowdfunding.

This paper empirically explores the effectiveness of European Structural Funds by means of a panel data analysis for 13 countries in the European Union. We show that - on average - Structural Funds are ineffective. For countries with the 'right' institutions, however, Structural Funds are effective. The latter result is obtained for a wide range of conditioning variables, such as openness, institutional quality, corruption and indicators for good governance.

Book excerpt: Drawing on a dataset suitable for macroeconomic analysis, the paper provides an overview of the magnitudes, purpose and institutional implications of EU-related transfers to and from the new member states. A rough analysis of accounting identities and first-round effects shows that EU funds may have led to a fiscal drag of up to 1 percent of GDP and an additional aggregate demand stimulus of up to 1 percent of GDP during the first years of membership. These effects are likely to increase as additional funding become available under the new financial perspective, pointing to the need to consider policy tradeoffs.
