Book excerpt: In this paper we assess whether both the levels and the degree of change in government quality influence regional economic performance in the European Union (EU) and, in particular, in its lagging regions. The results of the econometric analysis, covering 249 NUTS2 regions for the period between 1999 and 2013, suggest that: a) government quality matters for regional growth; b) relative improvements in quality of government are a powerful driver of development; c) one-size-fits-all policies for lagging regions are not the solution; d) government quality improvements are essential for low growth regions; and e) in low income regions basic endowment shortages are still the main barrier to development. In particular, low growth regions in Southern Europe stand to benefit the most from improvements in government quality, while in low income regions of Central and Eastern Europe, investments in the traditional drivers of growth remain the main factors behind successful economic trajectories.

This book investigates the problem of left-behind regions in the European Union (EU). It first introduces the reader to the theories of regional imbalances and problems with measuring them. It then explores imbalances in the EU using a variety of indicators and describes the EU’s regional policy for reducing regional disparities. It uses an empirical shift-share analysis to assess the productivity of EU regions which are lagging behind. The book also provides an empirical analysis of the effectiveness of EU funds in increasing labour productivity performed with DEA methodology. This book can be used as a teaching resource for undergraduate and postgraduate students and can serve as reference material for academics and researchers, as well as policymakers at the European, national and local levels.

Book excerpt: As the World Bank's 2012 Golden Growth report emphasized, the European Union, since its founding, has been a 'convergence machine, ' generating wealth and a higher quality of life for the poorest in the 28 EU member states. More recently, the Growing United report highlighted that while the convergence machine still works, it is not working for everyone. And among the fault lines emerging in the convergence machine, regional inequality represents a potent threat to Europe's economic well-being, and to its social and political cohesion. In this context, Rethinking Lagging Regions highlights the nature and implications of regional inequalities in Europe and recommends how cohesion policy can be leveraged to maximize its impact on lagging regions, and on the businesses and people in these regions. The report has several key messages: regional inequalities are high and likely to rise; Europe's lagging regions are going in opposite directions, but face common challenges; cohesion policy can maximize its impact on lagging regions by explicitly targeting regional potential and equality of opportunity rather than convergence; cohesion policy priorities can be rebalanced to help deliver on regional potential; and delivery of regional policy needs to engage ever more deeply at the ground level. This report aims to contribute to the debate on the future of cohesion policy, with a specific focus on lagging regions. It calls for a further shift in the objectives of cohesion policy towards an increasingly 'region-centered' approach that aims to maximize potential in all regions, while seeking convergence of opportunities for individuals, no matter where they live.

Book excerpt: The focus of the study is the economic challenges of lagging regions in the EU-28. In this respect, regions - in general - are defined according to the NUTS2 level of regions. As far as lagging regions are concerned, there are two specific types: Low growth regions, i.e. those NUTS2 regions that did not converge to the EU average GDP per head at PPS between the years 2000 and 2013. This group covers almost all the less developed and transition regions in Greece, Italy, Spain and Portugal ; low income regions, i.e. those NUTS2 regions with a GDP per head in PPS below 50% of the EU average in 2013. This group covers several less developed regions of Bulgaria, Hungary, Poland and Romania. The main challenge regarding the low growth regions is to find policies and strategies to overcome the low growth path they have been locked-in for more than a decade. The main challenge of the low income regions is the long-term sustainability of the respectable growth-path they have been following in past and the need to prevent them from entering the development trajectory of the low growth regions. Overall therefore, the major challenge of the lagging regions is to increase and/or stabilise their economic performance in order to enable to re-enter and stay on a convergence path to the more prosperous regions in the EU.

The aim is to inform integrated territorial investments and other economic development initiatives in lagging regions. Using the definition of lagging regions from the European Commission's Catching Up Initiative, more than two-thirds of the European Union member states have lagging regions when defined at the Nomenclature of Territorial Units for Statistics-3 scale. These small lagging regions are often hidden within larger and more prosperous regions. The paper considers the roles of industrial structure, innovation, and inward foreign direct investment as growth-enhancing factors. The findings indicate that the growth dynamics in low-income regions are different from those in regions in other income groups: there is no overall pattern in the contribution of industry to growth but there is a strong association between foreign direct investment and growth. Among low-growth lagging regions - the 171 small regions in the European Union with gross domestic product per capita less than 90 percent of the European Union average, and stagnant or negative growth performance - growth is correlated with construction and innovation. There are also differences in the growth pathways of rural and non-rural regions: growth is associated with moving away from agriculture in rural regions, and it is associated with construction and innovation in non-rural regions. The results imply that a finer geographic scale can be important in policy making and programming of Cohesion Policy Funds, to cater to different needs and opportunities at the scale of Nomenclature of Territorial Units for Statistics-3 regions.

Book excerpt: While the level of disparities across regions in 10 advanced European economies studied in this paper mostly reflects productivity gaps, the increase since the Great Recession has resulted from diverging unemployment rates. Following the pandemic, this could be further exacerbated given teleworkability rates are lower in poorer regions than in high-income regions, making them ex-ante more vulnerable to the pandemic’s likely material impact on the prevalence of remote work. Preliminary evidence from 2020 confirms that regional disparities between countries increased during 2020. A further concern is that the pandemic might accelerate the automation of jobs across Europe, something which often happens following recessions. While lagging regions have lower ex-ante vulnerabilities against the routinization, the transformation of jobs through sectors with higher routinization rates in these regions could increase their vulnerability to technological change over time. The green transition could also lead to challenges for regions that have benefitted from carbon-intensive growth strategies. Finally, the paper discusses the role for policies—including placed-based ones—in reducing disparities in the face of the aforementioned short, medium, and long-term risks.
