Available in PDF, EPUB and Kindle. Book excerpt: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.
Book Synopsis Deepening EU-Georgian Relations by : Michael Emerson
Download or read book Deepening EU-Georgian Relations written by Michael Emerson and published by Rowman & Littlefield. This book was released on 2018-10-15 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: For Georgia, the signing of the Association Agreement and the DCFTA with the European Union in 2014 was an act of strategic geopolitical significance. Of all the EU’s eastern partners, the country has distinguished itself since the Rose Revolution of 2003 by pushing ahead with a radical liberalisation and economic reform agenda. Georgia is also unique among the countries in the region for having largely cleansed its economy and political system of corruption. The purpose of this Handbook is to make the complex political, economic and legal content of the Association Agreement readily understandable. This second edition, published two years into the Agreement’s implementation, adds new value. The Handbook now reflects Georgia’s progress in putting the Agreement into effect. Two teams of researchers from leading independent think tanks, CEPS in Brussels and Reformatics in Tbilisi, collaborated on this project, with the support of the Swedish International Development Agency (Sida). This Handbook is one of a trilogy examining similar Association Agreements made by the EU with Ukraine and Moldova.
Book Synopsis The EU’s Neighbourhood Policy towards the South Caucasus by : Licínia Simão
Download or read book The EU’s Neighbourhood Policy towards the South Caucasus written by Licínia Simão and published by Springer. This book was released on 2017-10-28 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the potential and limitations of the European Union Neighbourhood Policy in sustaining the expansion of the European security community towards the South Caucasus. The Caucasus’ complex regional security dynamics are a hard test for regional security community building and showcase both the challenges of security provision through liberal reforms and integration and of the interaction between security communities and balance of power. The author begins by conceptualizing security community expansion and then considers the ENP through this perspective, before moving on to individual case studies on Armenia, Azerbaijan and Georgia. The book will appeal to both scholars and practitioners interested in European security, the European Union external action, and the post-Soviet space.

Of all the EU’s eastern partners, the country distinguished itself since the Rose Revolution of 2003 by pushing ahead with a radical liberalisation and economic reform agenda. Georgia is unique among the countries in the region for having largely cleansed its economy of corruption in the post-Rose Revolution period, although its political system is marked by oligarchal state capture since the change of government in 2012. The purpose of this Handbook is to make the complex political, economic and legal content of the Association Agreement readily understandable. This third edition, published seven years since signature of after entry into force of the Agreement’s implementation is substantially new in content, both updating how Georgia has been implementing the Agreement, and introducing new dimensions (including the Green Deal, the Covid-19 pandemic, cyber security, and gender equality). The Handbook is also up to date in analysing Georgia’s troubled democracy. Book Synopsis The European Union and Its Eastern Neighbourhood by : Andriy Tyushka
Download or read book The European Union and Its Eastern Neighbourhood written by Andriy Tyushka and published by Routledge. This book was released on 2021-11-29 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited volume brings together some of the most important scholarly perspectives – in the form of both journal article reprints and original contributions – on the structure and dynamics of the EU’s multi-layered relations with its Eastern neighbours within the Eastern Partnership (EaP) framework and beyond. In May 2019, the EU’s EaP – an ambitious and sophisticated policy framework, conjoining elements of cooperation and integration, with the EU’s six eastern neighbours, i.e. Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan – turned ten years. This anniversary, in conjunction with repeatedly voiced critique by scholars and policy-makers alike regarding the framework’s effectiveness and utility, led the EU to submit the EaP to a fundamental auditing and revision. Structured around both enduring and emerging issues in the broader EU-Eastern neighbourhood framework, this book provides a retrospective analysis of key structural and relational challenges, unfolding regional dynamics, distinctive forms of bilateral/multilateral engagement, whilst also offering a critical perspective on the contested future relations between the EU and its Eastern neighbours. Looking backwards and providing a critical and thorough assessment of the first ten years of the EaP in practice, this book thinks forward and gauges its many potential future avenues. This comes at a crucial moment, as the EU and its six Eastern neighbours are in search of new and mutually acceptable forms of association.

This book was released on 2018-01-17 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is timely in that it explores key issues which are currently at the forefront of the EU’s relations with its eastern neighbours. It considers the impact of a more assertive Russia, the significance of Turkey, the limitations of the Eastern Partnership with Belarus and Moldova, the position of a Ukraine in crisis and pulled between Russia and the EU, security and democracy in the South Caucasus. It looks at the contested nature of European identity in areas such as the Balkans. The interplay between values, identity and interests and their effect on the interpretation of europeanisation between the EU and its neighbours is a core theme of the volume.
Book Synopsis EU External Relations Law and the European Neighbourhood Policy by : Bart Van Vooren
Download or read book EU External Relations Law and the European Neighbourhood Policy written by Bart Van Vooren and published by Routledge. This book was released on 2012-07-26 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Neighbourhood Policy (ENP) is a recent example of an external EU policy drawn up explicitly with the objective of achieving coherence in the external policies of the EU and its Member States. Positioning the ENP in the legal-historical context of political union, this book explains why coherence has become a substantive issue in EU external relations, and why law is integral to attaining the ever-enigmatic single voice of the European Union. The text examines the role of EU external relations law in attaining a coherent neighbourhood policy and goes on to undertake an in depth analysis of the ENP, arguing that the innovative nature of the ENP in regard to coherence lies beyond the narrowly defined legal sphere, and stems primarily from its hybrid composition of hard legal, soft legal and non-legal policy instruments. Adopting an interdisciplinary approach by integrating elements of law, history and political science, EU External Relations Law and the European Neighbourhood Policy is unique in its approach to the subject. This book will be of particular interest to academics and students of EU Law, Political Science, History and International Relations as well as to practitioners engaged in the process of drafting coherent external policy.

Book Synopsis European Neighbourhood Policy by : Johannes Varwick
Download or read book European Neighbourhood Policy written by Johannes Varwick and published by Verlag Barbara Budrich. This book was released on 2007-07-03 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: The enlarged European Union needs new instruments for exporting stability and change into the fragile regions and countries beyond its borders. That is why the EU is developing and implementing the European Neighbourhood Policy (ENP): a strategic concept which is to enhance the Union ́s capability to be a driver of reform - without automatically promising the ""golden carrot"" of membership to the neighbours. This book provides the reader with information on what ENP wants, how it works and what the prospects of the Union ́s cooperation with neighbouring countries are.
Book Synopsis The European Neighbourhood Policy and the Democratic Values of the EU by : Nariné Ghazaryan
Download or read book The European Neighbourhood Policy and the Democratic Values of the EU written by Nariné Ghazaryan and published by Bloomsbury Publishing. This book was released on 2014-10-01 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers a legal analysis of the European Neighbourhood Policy (the ENP) as it applies to developing relations with the EU's neighbours. It explores the legal aspects of this policy, including ENP competence matters, institutional arrangements and substantive policy issues, using international relations theory as the starting point in defining the EU's role as a political actor. The book focuses on the adequacy of the ENP legal framework for transposing the EU's democratic values and upholding its political image. In this connection, the book also features an analysis of EU democratic values as they are intended to be understood by its neighbours. The relevant legal framework of this policy and its implementation in the states of the South Caucasus (Georgia, Armenia and Azerbaijan) is evaluated, revealing the effects of the ENP in their democratic processes and the shortfalls of the ENP conditionality.
Book Synopsis The Obsolescence of the European Neighbourhood Policy by : Steven Blockmans
Download or read book The Obsolescence of the European Neighbourhood Policy written by Steven Blockmans and published by Rowman & Littlefield. This book was released on 2017-10-03 with total page 183 pages. Available in PDF, EPUB and Kindle. Book excerpt: The idealism that engendered the European Neighbourhood Policy in 2004, later codified in the Lisbon Treaty in 2009, has since been reviewed to adapt to the turbulence that has befallen the EU and its neighbourhood. The ENP is now little more than an elegantly crafted fig leaf that purports to take a soft power approach to the EU’s outer periphery, argues the author, but in effect it inclines more towards Realpolitik. By prioritising security interests over liberal values in increasingly transactional partnerships, the EU is atomising relations with its neighbouring countries. And without the political will and a strategic vision to guide relations with the neighbours of the EU’s neighbours, the ENP remains in suspended animation.
Book Synopsis Democracy Promotion and the Normative Power Europe Framework by : Marek Neuman
Download or read book Democracy Promotion and the Normative Power Europe Framework written by Marek Neuman and published by Springer. This book was released on 2018-07-20 with total page 205 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.
Book Synopsis The European Neighbourhood Policy in a Comparative Perspective by : Sieglinde Gstohl
Download or read book The European Neighbourhood Policy in a Comparative Perspective written by Sieglinde Gstohl and published by Routledge. This book was released on 2016-07-22 with total page 355 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Neighbourhood Policy (ENP) has evolved into one of the European Union's major foreign policy instruments and received considerable attention. However, other EU neighbourhood policies, and their relevance for the ENP, also require examination. The Arab uprisings, civil wars in Libya and Syria, the continuing Israeli-Palestinian conflict, the crisis in Ukraine and Russia's annexation of the Crimean peninsula have all brought the institutional design and tools of the ENP into question and a comparative perspective is crucial to understand EU neighbourhood policies in a wider sense. This timely book puts the ENP into context by exploring the major challenges and key lessons of the EU's other policy frameworks with neighbouring countries. Mapping the EU's bi-lateral and multilateral neighbourhood relations in comparison to the ENP and investigating the major challenges faced, it provides a comprehensive, up-to-date view of the EU's relations with its neighbours. Focusing on current affairs and future challenges, the comparison with the ENP and the lessons to be drawn, generate novel insights into the EU's closest external relations. This book will be of key interest to students and scholars studying European Politics, policies and comparative politics.
Book Synopsis Theorizing the European Neighbourhood Policy by : Sieglinde Gstöhl
Download or read book Theorizing the European Neighbourhood Policy written by Sieglinde Gstöhl and published by Routledge. This book was released on 2016-12-19 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite growing scholarly interest in the EU’s flagship policy towards its Eastern and Southern neighbours, serious attempts at theory-building on the European Neighbourhood Policy (ENP) have been largely absent from the academic debate. This book aims at contributing to fill this research gap in a three-fold manner: first and foremost it aims at theorizing the ENP as such, explaining the origins, development and effectiveness of this policy. Building on this effort, it also pursues the broader objective of addressing certain shortcomings in EU external relations theory, and even beyond, in International Relations theory. Finally, it aspires to provide new insights for European policy-makers. It is one of the first volumes to provide different theoretical perspectives on the ENP by revisiting and building bridges between mainstream and critical theories, stimulating academic and policy debates and thus setting a novel, less EU-centric research agenda. This text will be of key interest to scholars, students and practitioners in EU external relations, EU foreign policy, the European Neighbourhood Policy, and more broadly in European Union Politics and International Relations.
