Book excerpt: David Ricardo's law of comparative advantage and his finding that free trade increases the wealth of all participating nations is one of the very few economic laws which is accepted by almost all economists. But economic reason and economic policy do not always follow the same path. This especially applies to trade policies. A substantial and growing part of trade between Japan, Europe and the US does not follow the principles of free trade, but is more accurately managed trade. The management of international trade, international trade negotiations, and the political dynamics of trade conflicts create a complex reality which follows its own laws without regard to economic policy prescriptions. This political-economic reality was the subject of the conference 'The Political Economy of Trade Conflicts' organizedjoindy by the German Institute for Japanese Studies and the Friedrich-Ebert-Foundation together with the Institute of Modern Political Science and Economics of Waseda University in December 1993. We present the results of the conference in this reader. Three issues were of special importance: the US-Japanese conflict over the reduction of trade imbalances via quantitative import targets; the liberalization of trade in agricultural products, especially the opening of the Japanese rice market; and the trade tensions between the European Union, the US and Japan in high technology industries. The conference took place immediately before the conclusion of the Uruguay Round, and yet its subject continues to be of high political importance. In early 1994, the US-Japan conflict around quantitative import targets became more tense.

Book excerpt: In the trade policy debate, the complete liberalisation of world trade for agricultural products is one of the most relevant issues. European Union is a free trade area where agricultural products are protected and supported from the world market forces, more than any other good or service. The elimination of trade barriers among the EU member states has achieved European self-sufficiency in food and a strong integration in the European market. To resolve international disputes, Mc Sharry, Agenda 2000 and Mid Term Reforms of the CAP were introduced in the last decade, having in mind the reduction of domestic support, tariff barriers and export subsides. In this context, this paper studies the evolution of these trade flows among EU and some selected Asiatic countries. The aim is, on the one hand, to consider the impact of the progressive liberalisation of world agricultural trade in these areas, on the other hand, to measure the integration degree of these groups of countries. In order to be able to study these topics, this paper analyses the evolution of agricultural trade and of the role played by the different product groups. The paper is divided into three sections, followed by some concluding remarks. The first section studies the main agrarian policies adopted in the EU and some selected Asiatic countries. The second section presents the relationships among them. The third describes the agricultural import and export flows, considering the trade from a general perspective, from the point of view of the political decisions adopted and that of the agreements signed.

The Uruguay Round Agreement on Agriculture (URAA) replaced nontariff barriers with bound tariffs, curbed export subsidies, and codified domestic agricultural programs. Unfortunately, the URAA bound many of the tariffs that replaced nontariff barriers too high, it legitimized export subsidies, and it left the domestic farm policies of the major industrial countries largely untouched. Fortunately, regional trade institutions have also begun to grapple with agricultural trade liberalization. Agriculture was featured in the Mercosur agreement, in recent agreements between the European Union and the countries of Central and Eastern Europe, and in the North American Free Trade Area (NAFTA). Plans for broad supraregional trade structures, such as the Asia Pacific Economic Cooperation (APEC) forum and the Free Trade Area of the Americas (FTAA), have also dealt with the inclusion of agricultural trade. Meanwhile, in developing and middle-income countries, unilateral agricultural policy reforms have been part of recent economic policy changes. However, in the industrial countries, agricultural policy reform has languished in the face of much domestic opposition. But the reform of the European Union's Common Agricultural Policy (CAP) in 1992 and the 1996 Farm Bill in the United States seems to have ushered in a new era of relations between government and agricultural groups. The author points out ways that multilateral, regional, and unilateral paths could be coordinated to liberalized agricultural trade. He proposes a set of multilateral talks that would benefit from agricultural reform at all levels and complete the job begun at the Uruguay Round.
