I have been aided in this work by two colleagues at Glasgow University Library, Dr Lloyd Davies and Barbara MacMillan, and in general revision by Kate Richard. Close on 20% of the text has been altered. The equivalences, introduced into the last edition, linking acronyms in different languages for the same organization, have been extended. New to this edition is the cross-referencing between a defunct organization and its successor. Otherwise the policies adopted in previous editions have been retained: strictly local organizations are omitted, but the subject scope includes activities of all kinds; the country of origin of a national organization is given in brackets, unless it is the home country of the title language or can be readily deduced from the title itself. Acronyms of parent bodies of subsidiary organizations are also added in brackets. A select bibliography guides the reader to specialist works providing more detailed information. Particularly at a time of such widespread political change affecting organizational structures in so many countries, it is impossible to ensure complete up-to-date accuracy in a work of this kind. Heads of state must weigh the advantage of promoting political and economic development against the risk of fortifying dangerous political rivals. This book takes a novel approach to the study of neopatrimonial rule by placing security concerns at the center of state-building. Using quantitative evidence from 44 African countries and in-depth case studies of Ghana and Cote d'Ivoire, Rabinowitz demonstrates that the insecurities of the African state make strategically aligning with rural leaders critical to political success. Leaders who cultivate the goodwill of the countryside are better able to endure sporadic urban unrest, subdue political challengers, minimize ethnic and regional discord, and prevent a military uprising. Such regimes are more likely to build infrastructure needed for economic and political development. In so doing, Rabinowitz upends the long-held assumption that African leaders must cater to urban constituents to secure their rule.

Book excerpt: Throughout the 1960s and 1970s, Ivory Coast was touted as an African miracle, a poster child for modernization and the ways that Western aid and multinational corporations would develop the continent. At the same time, Marxist scholars—most notably Samir Amin—described the capitalist activity in Ivory Coast as empty, unsustainable, and incapable of bringing real change to the lives of ordinary people. To some extent, Amin’s criticisms were validated when, in the 1980s, the Ivorian economy collapsed. In African Miracle, African Mirage, Abou B. Bamba incorporates economics, political science, and history to craft a bold, transnational study of the development practices and intersecting colonial cultures that continue to shape Ivory Coast today. He considers French, American, and Ivorian development discourses in examining the roles of hydroelectric projects and the sugar, coffee, and cocoa industries in the country’s boom and bust. In so doing, he brings the agency of Ivorians themselves to the fore in a way not often seen in histories of development. Ultimately, he concludes that the “maldevelopment” evident by the mid-1970s had less to do with the Ivory Coast’s “insufficiently modern” citizens than with the conflicting missions of French and American interests within the context of an ever-globalizing world.

Book excerpt: Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.
