Book excerpt: An examination of the relationship between technical objects and culture in contemporary China, drawing on concepts from science and technology studies. Technical objects constrain what users do with them. They are not neutral entities but embody information, choices, values, assumptions, or even mistakes embedded by designers. What happens when a technology is designed in one culture and used in another? What happens, for example, when a Chinese user is confronted by Roman-alphabet-embedded interfaces? In this book, Basile Zimmermann examines the relationship between technical objects and culture in contemporary China, drawing on concepts from science and technology studies (STS). He presents a new theoretical framework for “culture” based on the notions of waves and forms, which provides a powerful descriptive toolkit for technology and culture. The materials Zimmermann uses to develop and illustrate his theoretical arguments come from three groups of case studies about the use of technical devices in today's China. The first and most extensive group consists of observations of electronic music devices in Beijing; the second is a study of a Chinese networking site, “Happy Network”; and the third is a collection of personal, small-scale observations on the way Chinese characters behave when located in alphabet-encoded devices such as mobile phones, web pages, or printed documents. Zimmermann discusses well-known frameworks from STS and combines them with propositions and topics from Chinese studies. Each of the case studies advances his theoretical argument. Zimmermann's account shows how cultural differences can be integrated into STS research, and how sinologists can turn their attention from ancient texts and traditional art to everyday things in present-day China.

The periodisation of Chinese cinema(s) does not necessarily match the political periods: on the one hand, the technical development of the film industry and the organisation of translation in China, and on the other hand, official relations with China and translation policies abroad impose different constraints on the circulation of Chinese films. This volume deals with the distribution and translation of films from mainland China, Taiwan, Hong Kong, and the Chinese diaspora. To this end, the contributors address various issues related to the circulation and distribution of Chinese films, including co- productions, agents of exchange, and modes of translation. The approach is a mixture of socio- cultural and translational methods. The data collected provides, for the first time, a quantitative overview of the circulation of Chinese films in a dozen foreign countries. The book will greatly interest scholars and students of Chinese cinema, translation studies, and China studies.

Book excerpt: The aim of the book is twofold: first, to provide an overview of the critical history of eccentricity; and secondly to conceptualise a notion that is often presented as a defining feature of the English “character”. It addresses the key issues raised by eccentricity and brings out interdisciplinary links between science, politics, literature and the arts: the sources and dissemination of the concept of eccentricity; its relationship with the English national character as historical and ideological constructs; the structural need for variation and divergence within accepted social norms; the paradoxical status of the eccentric as outsider – when eccentricity is transgressive and alienating – and as insider – eccentricity as socially acceptable deviation. Fundamentally eccentricity is a normative notion: being ex-centred enables eccentrics to delineate and negotiate boundaries between the margins and the centre, the canon and the norm. The contributors question the links between eccentricity, diversity and originality; the value of individual experience and character; and as a corollary, the struggle to retain individuality against increasing standardization, commoditisation and channelling within the normative discourse of normality. Eccentricity as display and performance is also tackled in several chapters, which focus on reception, image and (self)-representation, exhibition and voyeurism.

In all of these areas, the role of ecclesiastical and lay counsel forms an important limit on the growth and expansion of royal prerogatives.

Book excerpt: In the West, innovations in new public management (NPM) have been regarded as part of the neoliberal project, whilst in China, these reforms have emerged from a very different economic and social landscape. Despite these differences however, similar measures to those introduced in the West have been adopted by the Chinese state, which has largely abandoned the planned economy and adopted market mechanisms in the pursuit of improved economic efficiency and growth. Evaluating the results of these reforms in both China and the West between 1978 and 2011, this book shows that despite substantial improvements in economic efficiency in both cases under consideration, there have been considerable negative impacts on the distribution of wealth, access to public services, levels of poverty, public health, and the incidence of crime. Further, this book explores the different results of NPM in China and the West and the conclusions Paolo Urio draws have timely significance, as he suggests that China has been able to change its policies more rapidly and thus more effectively respond to the challenges posed by the current economic crisis. Drawing on both Western and Chinese sources, this innovative book compares the consequences of their public management reforms, taking into account the impact on both the economy and society. As one of the most significant twentieth-century thinkers about technology, Ellul was among the first thinkers to realize the importance of topics such as globalization, terrorism, communication technologies and ecology, and study them from a technological perspective. The book is divided into three sections. The first discusses Ellul’s diagnosis of modern society, and addresses the reception of his work on the technological society, the notion of efficiency, the process of symbolization/de-symbolization, and ecology. The second analyzes communicational and cultural problems, as well as threats and trends in early twenty-first century societies. Many of the issues Ellul saw as crucial – such as energy, propaganda, applied life sciences and communication – continue to be so. In fact they have grown exponentially, on a global scale, producing new forms of risk. Essays in the final section examine the duality of reason and revelation. They pursue an understanding of Ellul in terms of the depth of experience and the traditions of human knowledge, which is to say, on the one hand, the experience of the human being as contained in the rationalist, sociological and philosophical traditions. On the other hand there are the transcendent roots of human existence, as well as “revealed knowledge,” in the mystical and religious traditions. The meeting of these two traditions enables us to look at Ellul’s work as a whole, but above all it opens up a space for examining religious life in the technological society.
