Book excerpt: In most of the developed countries of the,World, significant efforts to control the pollution of surface waters have been underway for decades, and particularly the last 10-15 years. These efforts have focused mainly on eliminating or mitiga ting the effects of point sources of pollution. In many ca ses, however, it is clear that we have achieved only limited improvement in water quality, and that non-point sources of pollution are going to control any further improvement. It has long been known that urban runoff is a major non-point source, and much research has been done in an attempt to un derstand the mechanisms and processes which govern this source and to reduce or eliminate its impacts. Many urban jurisdic tions have adopted urban runoff pollution control measures, in spite of the fact that there is a great deal that we still do not know, and without really being able to quantify the benefits achieved. A major problem is that while a great deal of work is being done, both in Europe and North America, it is very difficult to keep abreast of new developments. The Urban Water Resources Research Council of the American Society of Civil Engineers has for many years had as one of its major objectives the transfer of urban runoff technology among researchers and practitioners in the field, as well as to those engineers who are not in the forefront but who nonetheless need the information on the latest developments.

Ce changement de paradigme ouvre la porte à des collaborations entre les domaines, autrefois considérés comme distincts, que sont le drainage urbain et le traitement des eaux usées. Dans ce contexte d’innovation et d’intégration, la modélisation devient un outil clef, permettant d’appréhender la complexité des interactions entre les différentes composantes d’un SIAU. D’autre part, les gestionnaires de SIAU sont amenés à développer la résilience de leurs systèmes pour faire face aux impacts des changements climatiques, dont les effets à long terme sont difficilement quantifiables. Cependant, les experts s’accordent à dire que les évènements de pluie d’intensité extrême deviendront plus fréquents, et viendront tester les capacités opérationnelles des infrastructures actuelles. Afin que les ouvrages continuent à fournir une performance respectant les normes en vigueur, tout en respectant les contraintes budgétaires de leurs gestionnaires, les solutions flexibles, telles que l’implantation de systèmes de contrôle en temps réel (CTR), devraient être privilégiées. D’autant plus que, grâce aux récents développements technologiques, de nouveaux outils de mesure, de communication et d’analyse, de plus en plus fiables, sont mis en marché. L’objectif de cette thèse est de proposer et d’évaluer la pertinence d’une gestion intégrée du SIAU par CTR basé sur la qualité de l’eau, utilisant des mesures de turbidité, un indicateur de la pollution particulaire, pouvant également être mesurée en concentration de matières en suspension (MeS). Ces stratégies de contrôles innovantes visent à réduire le déversement global de polluants particulaires (et des polluants associés, tels que les métaux lourds, les pathogènes, etc.) dans le milieu naturel. Dans ce cadre, un modèle intégré – réseau d’égouts et StaRRE – a été développé pour évaluer ces stratégies. Une approche de modélisation utilisant la distribution de la vitesse de chute des particules (DVCP) a été proposée pour mieux décrire les phénomènes de décantation et de remise en suspension dans l’ensemble des ouvrages et permettre ainsi une meilleure prédiction de l’évolution de la pollution particulaire lors des événements pluvieux. D’autre part, les études expérimentales ont montré que les capteurs de turbidité installés dans le SIAU sont soumis à des conditions difficiles, menant à des fautes. La perte de performance des stratégies de contrôle basées sur la qualité des eaux en cas de fautes sur le signal du capteur de turbidité a donc été évaluée. Grâce aux méthodes de détection de fautes, un système d’alarme pourrait permettre aux gestionnaires de décider du mode de gestion à adopter ou pourrait initier un basculement automatique en mode de gestion dégradé. Ce mode dégradé est défini par une stratégie de contrôle n’utilisant plus le signal fautif. Les simulations de ces scénarios ont montré la possibilité de maintenir une partie des bénéfices obtenus par les stratégies de contrôle utilisant un capteur parfait. Ces bénéfices sont conservés lorsque la faute est détectée dans un délai raisonnable - dépendant de la dynamique du système.Les résultats de cette étude laissent ainsi présager un fort potentiel d’optimisation des opérations des ouvrages de transport et de traitement des eaux usées et pluviales, particulièrement lorsqu’on considère leur utilisation de manière intégrée, plutôt qu’en tant que systèmes autonomes et distincts. D’autre part, le modèle intégré pourrait être utilisé comme outil d’aide à la décision pour déterminer les modes de gestion (integrée) les plus adaptés. La cause essentielle de ce coût important est l'énorme masse d'informations à emmagasiner, mais également la précision de ces données. Nous nous sommes alors demandés si l'acquisition de données précises était nécessaire vis-à-vis de leur utilité. Nous avons donc décidé de tester l'influence de la précision des données sur un domaine porteur qui est l'assainissement. Nous allons plus particulièrement nous intéresser aux simulations hydrauliques par le modèle Muskingum, des réseaux d'assainissement. Notre choix s'est fixé sur les coordonnées planimétriques et altimétriques décrivant les réseaux, mais nous avons également voulu tester un paramètre qui était très souvent inconnu : la rugosité des conduites. Nous avons tout d'abord mis au point une méthode de comparaison entre un réseau comportant des données correctes, et un réseau composé de données imprécises. Cette méthode nous a permis de montrer que de fortes imprécisions en planimétrie n'influençaient guère les débits. Par contre des imprécisions en altimétrie ou une rugosité engendraient de plus ou moins grosses fluctuations. Nous avons également déterminé que l'évolution des écarts obtenus dépendait essentiellement de la pente des réseaux et de l'intensité de la pluie utilisée : plus la pente ou la pluie étaient faibles, plus les écarts étaient importants. Nous avons ensuite comparé les écarts obtenus en introduisant des imprécisions à ceux obtenus en comparant les modèles BSV et Muskingum, et nous avons montré que le choix du modèle n'était pas forcément prioritaire vis-à-vis de la qualité des données, lorsque nous avions des valeurs faibles pour les pentes ou la ramification des réseaux, le taux de remplissage ou le taux de parcours. Nous terminons notre étude sur différentes perspectives envisageables : généralisation des réseaux types à des réseaux réels, étude de sensibilité des imprécisions des données pour un autre modèle

Book excerpt: Atoll Island States exist on top of what is perceived to be one of the planet's most vulnerable ecosystems: atolls. It has been predicted that an increase in the pace of sea level rise brought about by increasing greenhouse gas concentrations in the atmosphere will cause them to disappear, forcing their inhabitants to migrate. The present book represents a multidisciplinary legal and engineering perspective on this problem, challenging some common misconceptions regarding atolls and their vulnerability to sea-level rise. Coral islands have survived past changes in sea levels, and it is the survival of coral reefs what will be crucial for their continued existence. These islands are important for their inhabitants as they represent not only their ancestral agricultural lands and heritage, but also a source of revenue through the exploitation of the maritime areas associated with them. However, even if faced with extreme climate change, it could theoretically be possible for the richer Atoll Island States to engineer ways to prevent their main islands from disappearing, though sadly not all will have the required financial resources to do so. As islands become progressively uninhabitable their residents will be forced to settle in foreign lands, and could become stateless if the Atoll Island State ceases to be recognized as a sovereign country. However, rather than tackling this problem by entering into lengthy negotiations over new treaties, more practical solutions, encompassing bilateral negotiations or the possibility of acquiring small new territories, should be explored. This would make it possible for Atoll Island States in the future to keep some sort of international sovereign personality, which could benefit the descendents of its present day inhabitants.
