Book excerpt: In societies divided on ethnic and religious lines, problems of democracy are magnified – particularly where groups are mobilized into parties. With the principle of majority rule, minorities should be less willing to endorse democratic institutions where their parties persistently lose elections. While such problems should also hamper transitions to democracy, several diverse Eastern European states have formed democracies even under these conditions. In this book, Sherrill Stroschein argues that sustained protest and contention by ethnic Hungarians in Romania and Slovakia brought concessions on policies that they could not achieve through the ballot box, in contrast to Transcarpathia, Ukraine. In Romania and Slovakia, contention during the 1990s made each group accustomed to each other's claims and aware of the degree to which each could push its own. Ethnic contention became a de facto deliberative process that fostered a moderation of group stances, allowing democratic consolidation to slowly and organically take root.

Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even ‘backsliding’ into new forms of authoritarianism. It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. Book excerpt: At a time when some EU member states are attracting attention for the rise to power of illiberal, anti-democratic political movements, this book’s analytical focus on ideas and identities helps explain why institutional progress is not necessarily reflected in the formation of liberal, democratic publics. Starting from the premise that citizens can only uphold the institutions of liberal democracy when they understand and identify with the principles enshrined in them, the author applies normative public sphere theory to the analysis of political discourse and everyday discussion in Serbia and Bulgaria. From this perspective, the Serbian public sphere is observed to be more contested, pluralist and, at the margins, liberal than that of Bulgaria. Considering that Bulgaria has been a full EU member since 2007 while Serbia remains stuck in the waiting room, it is argued that democratic cultures are not shaped by elite-led drives to meet institutional criteria but rather by the spread of ideas through politics, the media and the discussions of citizens. Moving beyond the narrow focus on institutions that currently prevails in studies of democratization, this book demonstrates the value of a more ethnographic and society-oriented approach.
