It shows that even during this period of institutional upheaval, pre-existing ethnic institutions affected the tactics of the movement leaders. It challenges the widely held perception that governing elites can kindle latent ethnic grievances virtually at will to maintain power. It argues that nationalist leaders can't always mobilize widespread popular support and that their success in doing so depends on the extent to which ethnicity is institutionalized by state structures. It shifts the study of ethnic mobilization from the whys of its emergence to the hows of its development as a political force.

In Mobilizing the Marginalized, Amit Ahuja demonstrates that the collective action of marginalized groups--those that are historically stigmatized and disproportionately poor ED is distinct. Drawing on extensive original research conducted across four of India's largest states, he shows, for the marginalized, social mobilization undermines the bloc voting their ethnic parties' rely on for electoral triumph and increases multi-ethnic political parties' competition for marginalized votes. He presents evidence showing that a marginalized group gains more from participating in a social movement and dividing support among parties than from voting as a bloc for an ethnic party.

Mississippi's substantial black population has experienced marked electoral success despite a history of strict racial exclusion. The dramatic and widespread nature of mobilization there makes it one of the most illustrative case studies for exploring this period of political change in America. Mississippi represents a broader phenomenon of political change that sustains a new leadership class in the Southern region. Three rural Mississippi towns serve as the focal point for the study. They each have a population of under 2,000, have overwhelming Afro-American voting majorities, are poor and largely agricultural, have been affected by the civil rights movement of the '60s, and have elected a black mayor since 1973. The towns are prime examples of the character and process of minority electoral politics and mobilization in the rural South: A new class of black leaders is nurtured and installed in office in an environment where a newly and highly mobilized constituency takes advantage of its majority status in the electorate. In this context, the growing plight of Europe's biggest minority, the Roma (Gypsies), has been particularly salient. Traditionally dispersed, possessing few resources and devoid of a common "kin state" to protect their interests, the Roma have often suffered from widespread exclusion and institutionalized discrimination. Politically underrepresented and lacking popular support amongst the wider populations of their host countries, the Roma have consequently become one of Europe's greatest "losers" in the transition towards democracy. Against this background, the author examines the recent attempts of the Roma in Central Europe and their supporters to form a political movement and to influence domestic and international politics. On the basis of first-hand observation and interviews with activists and politicians in the Czech Republic, Hungary and Slovakia, he analyzes connections between the evolving state policies towards the Roma and the recent history of Romani mobilization. In order to reach a better understanding of the movement's dynamics at work, the author explores a number of theories commonly applied to the study of social movements and collective action.
