Para ello es necesario una pequeña introducción al código Marítimo Internacional de Mercancías Peligrosas, IMDG ya que los puertos Españoles basan su normativa en él, aunque en varios casos, que veremos más adelante, (basándonos en el Real Decreto 14 5/1989 - REGLAMENTO DE ADMISION, MANIPULACION y ALMACENAMIENTO DE MERCANCIAS PELIGROSAS EN LOS PUERTOS) que incluso las normativas locales de los puertos son más restrictivas que las Españolas y que el código Internacional. Las autoridades portuarias juegan un papel muy importante ya que son el canal de comunicación entre las navieras y consignatarios con los centros de emergencias y control tanto españoles como los Europeos. En algunas ocasiones sucede que es muy difícil cumplir todos los requerimientos de las autoridades incluso llegando casi a contradecirse.
