Book excerpt: Con el término de residuo sólido se denomina a cualquier objeto, material, sustancia o elemento sólido que se abandona, bota o rechaza después de haber sido consumido o usado en actividades domésticas, industriales, comerciales, organizacionales, de servicios o salud. (Universidad Industrial de Santander, 2006). La separación inadecuada de residuos sólidos en la fuente, genera una serie externalidades negativas para el sistema de producción de una organización, que pueden ser visibles en el corto, mediano o largo plazo. Dentro del grupo de externalidades negativas relacionadas con la clasificación inadecuada de residuos sólidos podrían mencionarse los siguientes ejemplos: Los costos de las empresas de recolección de residuos asociados con horas extras del personal que clasifica los residuos, accidentes de trabajo o enfermedades laborales por la exposición a residuos peligrosos desconocidos y residuos orgánicos descompuestos. Otro ejemplo tiene que ver con la generación de una economía ilegal, ya que en la cadena del reciclaje de los subproductos hay enormes sumas de impuestos que se evaden, por ejemplo en el pago de mano de obra para la separación de residuos, la limpieza de residuos, el almacenamiento y acopio del material reciclado, entre otros. (Iglesias, 2007). Adicionalmente, se llega a una utilización de recursos monetarios que no se recuperan (gastos en la disposición de residuos, gastos en infraestructura para el tratamiento especial de los desperdicios, gastos en la caracterización de residuos, gastos en administración asociados a los desperdicios, pérdidas asociadas al daño en imagen y competitividad de la empresa por el mal manejo o generación excesiva de residuos). En los sistemas tradicionales de costeo, estos rubros de costos de ineficiencia no se visualizan en la estructura contable de las empresas (Van Hoof, Monroy, y Saer, 2008). Finalmente, en ciudades o municipios donde no haya un sistema de tratamiento y disposición final se cuenta con problemas en la salud pública, contaminación del aire, suelo y aguas superficiales y subterráneas.
