En una compleja dinámica entre actores signada por relaciones contradictorias, de conflicto y de poder, el estado desarrolla una política no formalizada, con dispositivos débiles, pero que como consecuencia de pactos y alianzas coyunturales, transforman el campo y las instituciones universitarias, introduciendo nuevas racionalidades, discursos y prácticas en el seno de una institución que ha sido vaciada de sentido y responde reactivamente desde la retaguardia de la historia, restringiendo su función social a la profesionalización. La universidad sufre un proceso de mercantilización y tiende a convertirse en una organización sin identidad que busca falsas vías de legitimación, y que poco ha podido hacer respecto a su propia transformación, frente a un estado raquítico, permeable a las influencias de los poderes extraestatales, que regula a posteriori y que intenta liderar políticas sobre eventos que suceden a pesar de él. En este contexto, se plantea el reto de construir políticas de desarrollo de la educación superior, desde una identidad intrísicamente universitaria, que permitan su reposicionamiento como institución pública, desde una acción más cercana a las necesidades de construcción de un estado democrático, plural e inclusivo.
