Book excerpt: Brazil, the largest of the Latin American nations, is fast becoming a potent international economic player as well as a regional power. This English translation of an acclaimed Brazilian anthology provides critical overviews of Brazilian life, history, and culture and insight into Brazil's development over the past century. The distinguished essayists, most of whom are Brazilian, provide expert perspectives on the social, economic, and cultural challenges that face Brazil as it seeks future directions in the age of globalization. All of the contributors connect past, present, and future Brazil. Their analyses converge on the observation that although Brazil has undergone radical changes during the past one hundred years, trenchant legacies of social and economic inequality remain to be addressed in the new century. A foreword by Jerry Davila highlights the volume's contributions for a new, English-reading audience. The contributors are Luiz Carlos Bresser Pereira, Cristovam Buarque, Aspasia Camargo, Gilberto Dupas, Celso Furtado, Afranio Garcia, Celso Lafer, Jose Seixas Lourenco, Renato Ortiz, Moacir Palmeira, Paulo Sergio Pinheiro, Ignacy Sachs, Paulo Singer, Herve Thery, and Jorge Wilheim.

Available in PDF, EPUB and Kindle. Book excerpt: Brazil is a rapidly emerging country. Brazilian theology, namely the Theology of Liberation, has become well known in the 1970s and 1980s. The politically active Base Ecclesial Communities and the progressive posture of the Roman Catholic Church contrasted with a steadily growing number of evangelicals, mostly aligned with the military regime but attractive precisely to the poor. After democratic transition in the mid-1980s, the context changed considerably. Democracy, growing religious pluralism and mobility, a vibrant civil society, the political ascension of the Worker's Party and growing wealth, albeit within a continuously wide social gap, are some of the elements that show the need of a new approach to theology. It must be a theology that is both critical and constructive, resisting and cooperative, a theology that is able to give orientation to the churches, valuing and encouraging their contribution in society while avoiding attempts of imposition. The Churches and Democracy in Brazil, the fruit of years of interdisciplinary study of the Brazilian context and its main churches and theology, makes its case for an ecumenically articulated public theology. It seeks inspiration mainly in Luther and Lutheran theology, emphasizing human dignity, freedom, trust, the disposition to serve, and the ability to endure the ambiguities of reality, as well as a fresh interpretation of the doctrine of the two regiments. These are the fundamental elements of what makes human beings full members of the body politic: citizenship, their right to have rights and to be able to effectively live them, together with their corresponding duties, in a move of growing political participation conscious of their religious motivation in view of the commonweal.

Available in PDF, EPUB and Kindle. Book excerpt: This reissue, initially published in 1989, considers the upsurge of locally-based movements attempting to improve living conditions in Third-World cities throughout the 1980s. The book presents qualitative, comparative research on the dynamics and constraints of these urban social movements, in a cross-cultural framework, using case studies from a variety of Latin American, African and Asian countries. As more democratic-type regimes establish themselves in the Third World, the possibilities for collective organisations and actions increase. Urban social movements therefore are playing an increasingly important role in the habitat of the poor.

Available in PDF, EPUB and Kindle. Book excerpt: This collection studies the rise of neutral bodies as a challenge to the constitutional paradigm of the nation state. Administrative entities such as commissions, agencies, councils, authorities or ‘independent agencies’ as they are sometimes known, are relatively autonomous from majoritarian democratic control and by their institutional design fall outside the classical triad of powers or branches of government. They may even fall outside the confines of the nation state itself as with the EU Commission. The book is divided into theoretical-historical and empirical parts. Part I approaches the phenomenon through the rigorous normative conceptual lens of constitutionalism and constitutional law, questioning the implications of political neutrality on inherited normative categories, both at national and supranational level. Part II comprises case-studies reflecting the full spectrum of theoretical frameworks and concerns developed and explored by the theory-oriented chapters in the first part. The work explores a wide range of issues including the balance between autonomy, legitimacy and accountability, the taxonomy of agencies, the role and limits of expertise as a paramount justification for independence, ‘agentification’ as a result of internationalisation, and ‘agentification’ as a reflex and consequence of transnational polity-building within the EU.

Book excerpt: This book examines the emergence of authoritarian populist regimes, analyzing Brazil as a case study. The authors explain how the tactics employed by the Bolsonaro administration to dismantle bureaucracy and public policies, especially labour and social policies, find expression in the fiscal austerity measures recently inscribed in the Federal Constitution: a counter-democratic device employed by technical and financial elites to systemically derail the social protection system. Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. Each contribution discusses the recent trajectory through a political analysis of the main actors and institutions, reform processes and policy changes, and the results achieved. Finally, the existing weaknesses in each of these social protection sectors are identified in the context of the literature on policy dismantling, revealing the strategies used to take advantage of these political and institutional weaknesses. This book will appeal to students, scholars, and researchers of political science and public policy, interested in a better understanding of de-democratization by social policy dismantling.
